South Coast AQMD is seeking a Staff Specialist in the Office of Compliance & Enforcement in Diamond Bar, CA. The role provides administrative and technical support for divisional programs, including staff training, policy updates, budget and contract administration, rulemaking, and information systems management.
Successful candidates will have a relevant degree, two years of technical air quality or analytical experience, and strong skills in training, writing, and data analysis.
This is a promotional recruitment, open only to current South Coast AQMD employees, and is expected to result in an eligible list from which current and future Staff Specialist vacancies may be filled, during the 6-month life of the list.
There are currently two vacant positions approved to be filled in the Administration Unit of the Office of Compliance & Enforcement (OCE), reporting to Program Supervisor Yazmin Kakishita and Program Supervisor Pavan Rami.
A Staff Specialist in OCE is responsible for providing administrative and technical support in the development and implementation of divisional programs, such as staff training; developing and updating policies and procedures; budget, grant, and contract administration; rulemaking and rule implementation; administrating and upgrading information systems; human resource management; and special projects, including in support of largescale and/or high-priority investigations. In some cases, Staff Specialists may act in a lead or supervisory capacity, coordinating the work of technical, clerical, and/or administrative employees engaged in a specific administrative project.

Researches, develops, and coordinates the implementation of divisional program plans and strategies for budget, grant, and contract development and administration, staff training, policies and procedures, rule implementation, information systems, budget preparation, human resource management, operating policies and procedures, and special projects and prepares reports.
Plans and coordinates workshops and meetings on the technical application and interpretation of new and revised South Coast AQMD regulations and rules; participates in rule development workshops and implements programs for new and revised South Coast AQMD regulations.
Develops and applies quality control and quality assurance programs to ensure the appropriate application of methods in accordance with South Coast AQMD policies, rules, and regulations.
Develops, coordinates, and conducts special technical and administrative projects and programs and prepares related reports on division, section, and unit activities.
Reviews and evaluates proposed new and amended South Coast AQMD rules and regulations and State and federal legislative impacts on South Coast AQMD operations, programs, and projects and prepares written analyses and recommendations.
Responds to inquiries, provides information concerning South Coast AQMD regulations, rules, policies, and procedures; makes presentations at conferences and workshops; and develops technical material for special State and federal reports and grant requirements.
Reviews State and federal laws and regulations relating to South Coast AQMD activities and assists management in developing and recommending methods and procedures to ensure compliance with requirements.
Assists in the preparation of requests for Proposal (RFPs) and Requests for Quotations (RFQs) and in the review of proposals; negotiates contract terms and conditions; represents the South Coast AQMD at bidders' conferences and prepares contract documents and other agreements using standard South Coast AQMD procedures.
Reviews, analyzes, and administers a variety of grants, contracts, and other agreements in support of South Coast AQMD activities; monitors expenditures and charges against agreements; and advises contractors and management regarding issues involving contract administration and interpretation.
Develops and maintains divisional databases and prepares data and analytical reports as required; and may act as divisional web deputy in the development and maintenance of divisional Internet websites.

Effective oral and written communication skills.
Recent enforcement program-related experience that demonstrates a working knowledge and understanding of various compliance activities and procedures.
Demonstrated ability to work independently, show initiative, and be highly productive with minimal supervision. Demonstrated ability to effectively manage a wide variety of compliance-related projects with competing deadlines. Demonstrated ability to analyze and streamline workflow and business processes.
Demonstrated ability to research, analyze, and interpret statistical data. Demonstrated ability to prepare written reports, findings, and recommendations.
Experience making verbal presentations, such as for agency training programs, public meetings, and/or internal briefings.
Demonstrated skill and ability to use Microsoft Word, Excel, PowerPoint, Access, and other programs including Business Intelligence, OnBase, and Sitefinity.
EDUCATION: Graduation from an accredited college or university with a major in engineering or the physical sciences OR accounting, business or public administration, political science, regional planning, urban development or other directly transferable field.
EXPERIENCE: Two years of technical air quality or professional analytical experience which would demonstrate the requisite knowledge, skills, and abilities defined in the job announcement for the position.
KNOWLEDGE OF: Methods and techniques of administrative analysis and principles of budget preparation, administration, and control; administrative organization and operating principles and practices; governmental contracting principles and practices and management practices related to contract administration; training theory, methods and techniques; commercial and industrial principles and concepts of basic and control equipment; State Health and Safety codes and federal laws and regulations; commercial and industrial safety and hazardous materials practices and procedures; PC software applications common to the general business environment of the South Coast AQMD; and project development and management.
SKILL OR ABILITY TO: Analyze, develop, and conduct research on administrative and technical projects and programs and prepare written analyses, reports, and recommendations; learn and apply complex organizational rules, regulations, and policies; review, analyze, and prepare policies and procedures; develop and coordinate implementation plans, special projects, and internal audit policies and procedures; develop and present effective training programs; develop Requests for Proposals and Requests for Qualifications and negotiate and administer resulting contracts or agreements; evaluate the impact of a variety of new, amended, and proposed South Coast AQMD rules and regulations on field inspection operations and prepare written analyses and recommendations; train and review the work of personnel; conduct research on various inspection matters and develop complaint investigation methods, techniques, and procedures; interpret and apply South Coast AQMD rules and regulations, State Health and Safety codes, federal laws, and regulations relating to equipment, processes, and materials; present appropriate facts and recommendations and communicate in a clear and concise manner, both orally and in writing; proficiently use PC software applications common to the general business environment of the South Coast AQMD; establish and maintain effective working relationships with all those encountered in the course of work.
