Job Description And Duties

Under the general direction of the Staff Services Manager III (SSM III) in the Office of Licensing (OPL), the Staff Services Manager II (SSM II) is responsible and accountable for directing the program activities of the Division of Administrative Support. The incumbent directly supports the SSM III regarding personnel matters including but not limited to assisting with work related fiscals and budget issues. Establish short and long-term range objectives to meet Department and Office strategic business plan goals and establish policies, standards and procedures associated with the OPL. The incumbent allocates resources to achieve designated objectives in the most effective and efficient manner and monitors conformity with policies.

Working Conditions

The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.

This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

  • Knowledge and experience of the Knox-Keene Health Care Service Plan Act.
  • Experience working with the Health Plan licensure processes.
  • Experience using DMHC eFiling system.
  • Experience providing leadership and assistance in developing and implementing new proprietary database systems.
  • Knowledge of implementing new and/or changes to legislation.
  • Ability to provide leadership and assistance in developing and implementing statewide policies and procedures.
  • Ability to make and implement independent decisions, within established guidelines, and to adjust assignments to meet shifting priorities and deadlines.
  • Exercise a high degree of initiative, flexibility, and confidentiality.
  • Ability to communicate verbally and in writing in an effective and tactful manner with various groups and individuals.
