Job summary

CalHR in Merced is seeking a qualified professional to plan, organize, supervise and participate in the personnel and payroll services for the Merced County Human Services Agency. This single position requires experienced personnel analysts capable of independently coordinating and overseeing personnel and payroll functions with thorough knowledge of public personnel principles.

• Assists in the preparation of job announcements and advertising, reviews or assists in the development of selection methods and materials and oversees the selection of screening panel and/or qualifications appraisal panel members.
• Interprets, applies and explains related laws, rules.

Under general direction, plans, organizes, supervises and participates in the personnel and payroll services for the agency; directs and coordinates agency recruitment and selection activities with both County personnel and Merit System Services; advises agency management regarding matters related to personnel and payroll; and performs other related work as required.
This is a single position classification. Job incumbents are experienced personnel analysts capable of independently planning, coordinating and overseeing personnel and payroll functions of the agency. The assignment requires thorough knowledge of public personnel principles and practices including recruitment, selection, classification and employer-employee relations.

Duties may include, but are not limited to, the following:

• In consultation with County Personnel and Merit Systems Services, consults with agency management and employees regarding personnel and payroll matters.
