The United Nations Development Coordination Office (UNDCO), formerly DCO, operates as a stand-alone coordination office within the UN Secretariat. It manages the Resident Coordinator (RC) system, supporting the 2030 Agenda and the UN 2.0 shift. This role is within the RC System Leadership Branch, reporting to the Chief of the Learning and Development Section.
The Staff Development Officer designs, develops, implements, and evaluates leadership development and learning programs for Resident Coordinators and related personnel. This includes creating and delivering various learning formats, focusing on UN 2.0 capabilities like data, digital, innovation, and behavioral science. The role provides expert guidance on learning methodologies, develops resources, coordinates with partners, and assesses program effectiveness to enhance leadership within the RC system. The incumbent also contributes to organizational change initiatives and stays current with best practices in adult learning and leadership development.
Key responsibilities include designing, developing, implementing, and evaluating leadership development and learning programs for Resident Coordinators and talent pools. This involves creating and delivering face-to-face, virtual, and blended learning using adult learning methodologies. The role supports upskilling initiatives in UN 2.0 capabilities (data, digital, innovation, behavioral science, strategic foresight) and advises on learning approaches and tools. It also involves developing learning resources, coordinating program implementation with internal and external partners, monitoring effectiveness through data analysis, and contributing to organizational change assessments. Staying updated on best practices in leadership development and preparing relevant reports are also core duties.
An advanced university degree (Master’s or equivalent) in human resources, business/public administration, social sciences, or education is required. A first-level university degree with two additional years of qualifying experience may substitute for the advanced degree.
A minimum of five years of progressive experience in learning and development is required, including needs assessment, instructional design, and program evaluation using diverse methodologies. Experience delivering various learning formats and working with senior UN leaders or in international organizations is desirable.
