Job description

Organizational context: The Department of Operational Support (DOS) provides comprehensive operational support and advisory services across the UN Secretariat, including field missions and regional commissions. Within DOS, the Capacity Development Operational Training Service (CDOTS) focuses on operational training and business process management. This Programme Management Officer role is situated within CDOTS, reporting to the Chief of Service.

Job purpose: The Programme Management Officer will contribute to the development, implementation, and evaluation of learning and development (L&D) projects within the UN Secretariat. This involves managing L&D project lifecycles, coordinating with subject matter experts and clients, and conducting research to identify L&D needs and trends. The role supports the creation of L&D strategies, designs surveys, and prepares various documentation. Additionally, the officer will provide substantive support for L&D meetings, conduct training workshops, manage L&D budgets, and collaborate with IT on L&D platforms, ultimately fostering a knowledge-sharing culture.

Responsibilities: Key responsibilities include participating in the full lifecycle of learning and development (L&D) projects, from development to evaluation, and managing their scaling. This involves reviewing guidance products, identifying and resolving issues, and coordinating with subject matter experts and clients. The role entails performing consulting assignments, facilitating workshops, and developing action plans for change management. Researching and analyzing L&D needs, contributing to UN L&D strategy development, and conducting surveys are also crucial. The officer will prepare various written outputs, provide support for L&D meetings, conduct outreach and training activities, and manage L&D budgets and funding. Collaboration with IT on L&D platform maintenance and expansion is also required.

Education: An advanced university degree (Master's or equivalent) in business administration, management, human resources, economics, or a related field is required. Alternatively, a first-level university degree with significant relevant work experience may be considered.

Work experience: A minimum of five years of progressive experience in project/programme management, administration, or learning and development is required. Essential experience includes designing training programs with e-learning components, conducting training needs assessments, and working in an L&D capacity for an international organization. Experience with Train the Trainer programs is desirable.
