CIVHC is seeking a Staff Attorney to provide daily legal advice on health law, data privacy, labor, and nonprofit matters. The role leads contract management and negotiates complex agreements while managing regulatory compliance risks.

You’ll work across departments to ensure data privacy, transparency, and compliance with applicable laws. Based in Denver with a hybrid model, this role requires collaboration with state and federal agencies and ongoing assurance of data security and regulatory

Qualifications

  • Juris Doctorate from ABA-accredited law school.
  • Health Law Certificate strongly preferred.
  • Colorado license to practice law in good standing.
  • Minimum of two years’ experience in health care law, data privacy, and contract drafting.

Responsibilities

  • Oversee CIVHC’s regulatory compliance program including HIPAA, HITECH, 42 CFR Part 2, TEFCA, ERISA, Medicare Parts C and D.
  • Monitor state and federal legislation affecting CO APCD and health data organizations.
  • Review contract language for regulatory compliance and assist with negotiation and drafting.
  • Collaborate with Data Solutions and IS SO to ensure robust data security and compliance.

Job Summary

Staff Attorney to provide daily legal advice and support on complex health law, data privacy and sharing, labor and employment, and corporate non-profit matters, lead all phases of contract management including significant negotiation and drafting on various agreements, and oversee CIVHC’s regulatory compliance with applicable state and federal laws. In alignment with CIVHC’s mission, this role supports the Legal and Compliance Department’s strategic and operational priorities by proactively managing legal and regulatory compliance risks and issues and ensuring adherence to complex frameworks related to data privacy, health law, and transparency. Working closely within the Legal and Compliance Department and across other departments and teams at CIVHC, this position ensures CIVHC remains a trusted steward of health care data while fostering a culture of integrity, accountability, and continuous improvement at every level.

Hybrid Work Model

This position is based in Denver, Colorado. Because CIVHC operates under a hybrid work model with a requirement of at least one in-office day per week (unless otherwise approved), candidates must reside within a commutable distance to the Denver metro area.

Limited relocation assistance may be available for out-of-state candidates who intend to relocate to the Denver area.

Duties / Responsibilities / Essential Functions

Responsibilities for this position may include, but are not limited to:

  • Leads and oversees CIVHC’s regulatory compliance program ensuring that CIVHC is in compliance with HIPAA, HITECH, 42 CFR Part 2, TEFCA, ERISA, Medicare Part C and D, antitrust laws, and all other applicable federal and Colorado privacy laws and health care regulations.
  • Ensures regulatory compliance with the Colorado All Payer Claims Database (CO APCD) statute and the rules and regulations of Colorado Medicaid (Colorado Department of Health Care Policy and Financing), Medicare (Centers for Medicare and Medicaid Services), including Part C and D, and the Colorado Division of Insurance. Will work closely and establish relationships with these Federal and State agencies as well as the Colorado Attorney General’s office.
  • Monitors and analyzes proposed and enacted state and federal legislation, regulations, and rules impacting CIVHC, the CO APCD, and other health data organizations. Provides impact analysis and guidance to internal partners.
  • Manages and responds to Requests for Information from State and Federal Agencies and provides comments on federal and state regulatory changes as needed in coordination with CIVHC’s internal departments including the Data Access and Impact team.
  • Reviews and interprets contract language for regulatory compliance issues and considerations, including state contracts and external data agreements; may assist with negotiation, drafting, and implementation of contracts in partnership with the Vice President of Legal and Compliance, General Counsel and other internal business partners.
  • Works closely with the Data Solutions Department and Information Security Systems Officer (ISSO) to ensure robust system security in compliance with frameworks and best practices are in place for CIVHC and as it relates to Data Management Plans for CIVHC’s clients. Assists the Legal and Compliance Department with the Qualified Entity Certification Program.
  • Works collaboratively with other members of the Legal and Compliance Department to achieve the Department’s goals, objectives, and projects, to meet or exceed Key Performance Indicators, and to contribute to CIVHC’s overall mission and values.
  • Will work closely and establish relationships with CIVHC’s government relations contractors and lobbyists.
  • Provides organization-wide guidance, analysis, and support on compliance matters and issues, including but not limited to interpretation of complex health care regulations, artificial intelligence (AI), data innovation, state and federal transparency efforts, policies and procedures, and coordination with external regulatory bodies.
  • Conducts external audits and investigations to ensure compliance with CIVHC’s requirements and documents findings and guidance in a clear and compliant manner. May assist with the Legal and Compliance Department’s internal audits.
Training, Communication, & Reporting
  • As part of the Legal and Compliance Department, develops and implements employee training and presentations on topics including but not limited to privacy, ethics, policies, best practices, and other laws and topics as requested.
  • Provides updates, strategic guidance, risk analyses, and comprehensive legal and compliance advice to the Executive Leadership Team, Senior Leadership Team, and other departments and teams on regulatory changes, new laws, risk areas, legal and compliance trends and issues, and other topics.
Projects
  • Contributes to strategic initiatives and cross-functional special projects as assigned by the Vice President of Legal and Compliance, General Counsel.
  • Assists with other Legal and Compliance Department efforts, work, and projects as needed and assigned by the Vice President of Legal and Compliance, General Counsel.

Education & Experience
  • Juris Doctorate from an American Bar Association accredited law school;
    • Health Law Certificate strongly preferred.
  • License to practice law in Colorado (License must be in good standing with the Colorado Supreme Court);
  • Advanced knowledge of health care laws and regulations including but not limited toHIPAA, HITECH, 42 CFR Part 2, Medicaid, Medicare, antitrust laws, and employment and labor laws.
  • Minimum of two (2) years experience practicing law (preferably in a law firm, government, or in-house position focused on health care, data privacy, and contract drafting).
Physical Requirements

Primarily computer-based work with extended periods of sitting, typing, and concentration. May occasionally require light lifting of office materials.

Compensation & Benefits

The salary range for this position is $105,000.00 – $115,000.00 based on experience, education, and internal equity.

In addition, this position may be eligible for an organization-wide bonus if certain metrics are met by CIVHC.
