Job summary

State of Colorado is seeking a term-limited CCBHC Data and Quality Strategy Advisor within the Department of Health Care Policy & Financing (HCPF). Qualifications

  • Six (6) total years of professional experience in data analysis, statistics, program analysis, or an occupational field closely related.
  • Bachelor's degree from an accredited institution in Statistics, Public Policy, Healthcare Administration, or a related field AND two (2) years of professional experience in data analysis, statistics, program analysis, or a related field.
  • Appropriate education will substitute for the required experience on a year-for-year basis: associate=2 years, bachelor=4 years, master=6 years, doctorate/JD=7 years.

Responsibilities

  • Serve as the Department's subject matter expert on CCBHC quality measurement, data strategy, federal reporting requirements, and quality improvement activities.
  • Provide specialized expertise on the design, implementation, and oversight of CCBHC data and quality initiatives, identifying potential policy, operational, and regulatory conflicts and recommending solutions.
  • Collaborate with the Behavioral Health Administration to align quality monitoring, reporting requirements, and statewide implementation strategies.
  • Develop and tracks key milestones in the project lifecycle and data collection processes.
  • Work with providers, vendors, and state partners to collect input and build consensus on quality measurement and reporting requirements.

We are looking for a Certified Community Behavioral Health Clinic (CCBHC) Data and Quality Strategy Advisor - Term Limited for the Behavioral Health Benefits (BHB) Section of the Office of Medicaid & CHP Behavioral Health Initiatives and Coverage (BHIC) !

BHIC administers and oversees performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. BHIC plays an instrumental role in achieving the mission of HCPF to improve access to cost-effective, quality health care services for Coloradans. The BHB Section of BHIC oversees cohesive development, alignment, and sustainability of benefits across the behavioral health continuum of care. This section provides strategic direction, integration, and oversight for high-acuity and complex behavioral health Medicaid benefits to ensure that individuals experiencing behavioral health crisis or complex needs have coordinated access to appropriate services in the least restrictive setting, while maintaining fiscal integrity and alignment with federal and state authorities.

Description Of Job
What You’ll Be Doing as CCBHC Data and Quality Strategy Advisor
  • Serve as the Department's subject matter expert on CCBHC quality measurement, data strategy, federal reporting requirements, and quality improvement activities.
  • Provide specialized expertise on the design, implementation, and oversight of CCBHC data and quality initiatives, identifying potential policy, operational, and regulatory conflicts and recommending solutions.
  • Provide analysis and recommendations regarding policies, programs, and initiatives that support or intersect with the CCBHC Demonstration.
  • Collaborate closely with the Behavioral Health Administration (BHA) to align quality monitoring, reporting requirements, technical assistance activities, and statewide implementation strategies.
  • Review and provide input on proposed legislation for fiscal impact assessment and implementation plan development.
  • Provide expertise and guidance regarding CCBHC data collection, quality measurement, performance monitoring, and reporting requirements.
  • Collaborate with the Data and Analytics Section (DAS), BHA, providers, and vendors to support development of dashboards, data infrastructure, and reporting processes that ensure accurate assessment of CCBHC performance and outcomes.
  • Solicit participation and respond to written and verbal inquiries from providers, clients, and stakeholders; assesses current and future benefit policies to meet the Department's expectations for a high level of efficiency, economy, and quality of care.
  • Develop and tracks key milestones in the project lifecycle, such as baseline quality measure collection, data sharing agreements, federal data submission readiness.
  • Work with providers, vendors, state agencies, federal partners, and other stakeholders to collect and analyze input, and build consensus related to quality measurement, reporting requirements, data collection processes, performance monitoring, and continuous quality improvement activities.
  • Support special projects, strategic initiatives, and implementation activities related to the CCBHC Demonstration, behavioral health services, and Department priorities.
  • Other duties as assigned.

Minimum Qualifications

There are two ways to qualify for this position:

Option 1
Experience Only:

Six (6) total years of professional experience in data analysis, statistics, program analysis, or an occupational field closely related.

Option 2
Education and Experience:

Bachelor's degree from an accredited institution in Statistics, Public Policy, Healthcare Administration, or a field of study related to the work assignment

AND

two (2) years of professional experience in data analysis, statistics, program analysis, or an occupational field closely related.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • an associates will count as two years of experience
  • a bachelors will count as four years of experience
  • a masters degree will count for six years of experience
  • a doctorate or juris doctorate degree will count for seven years of experience

Definition of Professional Experience:
