Job summary

The Cuyahoga County Board of Developmental Disabilities seeks a Manager to plan, organize and coordinate onboarding and training for new staff in the Service & Support Administration Department. The role supervises the Project Administrator and SSA Supervisors to ensure compliance and quality in service planning.

  • Experience with technologies and best practices for creating instructional materials across multiple teaching platforms, highly desirable.
  • Three years Cuyahoga DD experience or five years of DD experience.
  • Some supervisory experience in a related field preferred or substantial professional experience in service coordination.
  • Eligibility for State Department of DD SSA Supervisor certification with certification occurring within state statute timelines.
  • Valid State of Ohio driver’s license and continued maintenance of excellent driving record.

Responsibilities

  • Coordinate onboarding of new SSAs, schedule trainings, and recruit trainers; oversee shadowing and mentoring.
  • Coordinate SSA Supervisor training, onboarding and annual topics; ensure up-to-date rule changes and HR coordination.
  • Develop routine refresher trainings for SSA leadership on agency policies and waiver rules.
  • Schedule training modules, shadowing opportunities, and IT systems training.
  • Supervise the Project Administrator and oversee new processes as rules are introduced.
  • Oversee SSA compliance with OhioISP and Medicaid management in collaboration with DoDD and Provider Support.
  • Supervise Onboarding SSA Supervisors through hire date and probation.
  • Maintain SSA training modules and update with DoDD guidance and rule changes.
  • Maintain master schedule of SSA trainings; coordinate outside trainers as needed.
  • Plan and facilitate SSA department meetings and distribute weekly updates.
  • Stay updated on field guidance; attend conferences for best practices.
  • Coordinate with HR to track training dates and schedule trainings for SSA staff.
  • Provide technical assistance to SSA management on training needs.
  • Collaborate with other Cuyahoga DD departments and participate in state-wide work groups.
  • Participate in MAC program per DoDD guidance.
  • Perform other duties as assigned.

Overview

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a manager to plan, organize and coordinate all training and onboarding for new staff in the Service & Support Administration Department (SSA Dept). Coordinate and provide ongoing training for SSA staff as needed. Assist SA Managers and SA Supervisors with coordinating trainings and oversight of SA functions. Contribute to the development and training of new SSA Department policies, protocols and SA practice expectations. Supervise Onboarding SSA Supervisors and the Project Administrator. Provide training and a system of review and oversight for compliance and quality of service planning. Collaborate with Provider Support & Compliance, and other departments to ensure that SAs are meeting compliance and quality measures through reviews and training. The nature of work will include, but is not limited to the following:



  • Coordinate the onboarding of new SSAs. Coordinate training sessions, deliver training, and recruit other SSA staff to serve as trainers as needed. Coordinate shadowing and mentoring as part of onboarding new staff.

  • Coordinate SSA Supervisor training, including onboarding as well as continuing training and education with annual topics as needed or as new rules or processes are developed. Ensure that SSA supervisors have up-to-date information on DoDD rule changes and guidance, as well as guidance on reviewing plans for compliance. Coordinate with Human Resources so that new supervisors are scheduled for Cuyahoga DD trainings that are necessary for Supervisor / Management staff.

  • Work closely with SSA management to develop and coordinate routine refresher trainings for SSA leadership team including agency policies and procedures, SSA and HCBS Waiver Rules, Medicaid Administrative Claims (MAC), and enhancing supervisory knowledge and coaching skills on best practice strategies.

  • Schedule SSA Training Modules, SSA shadowing opportunities, and other specific training within other areas of SSA, as needed by the position, including IT / Systems training.

  • Supervise the Project Administrator and coordinate all of the work that this person will facilitate and oversee as new processes or rules are introduced and rolled out to Support Administration.

  • Oversee SSA compliance with rule requirements for OhioISP and all areas of plan administration and Medicaid management in collaboration with Provider Support, DoDD, and any other staff who may be assisting with compliance reviews.

  • Supervise Onboarding SSA Supervisors who will supervise and support all new SSAs from hire date through the end of probation.

  • Maintain and update SSA training modules. Develop additional training or consolidate existing training as needed. Research best practices and compliance in SSA training in order to make any necessary improvements or updates as needed to onboard new staff. Coordinate training or guidance from DODD guidance and rule changes and incorporate into Cuyahoga DD SSA modules for new staff.

  • Maintain and organize master schedule of SSA department training topics. Provide ongoing training to the SSA Department. Work closely with the SSA leadership team and Provider Support to identify training needs and plan or facilitate trainings to meet rule or compliance requirements. Collaborate with SSA Project Administrator on distribution of information to SSA department. Coordinate the use of outside trainers as needed.

  • Plan, coordinate and facilitate SSA department meetings. Work closely with SSA management to develop the agendas for monthly department and small team meetings. Implement ongoing communication with SSA Department staff related to important SSA topics via weekly email updates.

  • Keep up to date on all new information coming from the field; DODD, CMS, or OACB and work with SSA Management and Provider Support and compliance on current guidance or processes that may need to be updated and trained. Attend conferences and trainings to keep up to date on changes coming or to gather information on best practices.

  • Work closely with the Human Resources department to ensure that SSA staff are current with Cuyahoga DD-mandated trainings. Keep track of SSA staff training dates and update SSA Management staff as needed. Work with Human Resources to schedule trainings as needed for SSA staff.

  • Provide technical assistance to SSA Management staff regarding training needs or use of professional time.

  • Collaborate with other Cuyahoga DD agency departments to provide training on SSA tasks. Participate in agency and state-wide work groups to facilitate training.

  • Participate in Medicaid Administrative Claiming (MAC) program in accordance with DoDD rules and regulations and guidance from Cuyahoga DD MAC Coordinator.

  • Perform other duties as assigned.


SUPERVISORY DUTIES

Supervision of the Project Administrator and Onboarding SSA Supervisors.


PERSONAL CONTACTS

Frequent contact with SSA staff including SSA management, CAO, Division Manager of SSA, as well as other private and public entities.


UNUSUAL WORKING CONDITIONS

Trainings may be held throughout Cuyahoga County and surrounding counties and during the evenings and weekends. Occasional travel to other counties.


SALARY

The salary listed in the header is the base salary for all management positions in Pay Schedule F. It is important to understand that the actual starting salary will be determined based on many factors including the breadth and depth of the knowledge, skills, education and experiences brought by the candidate. Also, it is Cuyahoga DD’s intent to pay each employee a salary that is reasonable and competitive based on the market rate for the position, while also considering not only internal equity but also the budgetary constraints.

Remote Work

Our positions are not 100% remote. There is an onsite expectation for all of our management positions. Although we may permit some remote work at home with a hybrid work schedule for some of our positions, we do expect staff to be able to commute to our facilities in Cuyahoga County, Ohio on a regular basis. Travel between our four locations in Parma, Cleveland, and Highland Hills, Ohio is required. This position is based at our Donzella Administration building.
