Title: Sr. Technical Analyst (Technical Project Manager)
Location: San Francisco, CA
Client: Judicial Council of California
Note: This position is remote, onsite only when needed. The remote status may change if deemed necessary by the JCC.
Minimum Job-Specific Skills/Qualifications
- Over 5 years of experience managing multiple mid to large-sized complex projects.
- Experience in developing project approaches, plans, and schedules.
- Proven ability to lead, organize, and coordinate multiple activities simultaneously.
- Track record of delivering projects on time and within budget, with high user satisfaction and quality.
- Knowledge of project management principles, including developing complex plans, managing risks, scope, and resources.
- Experience managing project financials (budgeting, forecasting, tracking, reconciliation).
- Ability to manage complex stakeholder relationships, including executive oversight.
- Knowledge of product development principles.
- Experience building coalitions among stakeholders and establishing effective working relationships.
- Understanding of full lifecycle systems design, development, and deployment.
- Ability to set clear goals, responsibilities, and provide measurable feedback.
- Strong analytical skills to break down complex ideas.
- Ability to evaluate alternative solutions, costs, and benefits.
- Excellent communication skills for technical and non-technical audiences, including executive summaries.
- Experience managing technical projects, resolving conflicts, escalating issues, reporting status, and resource management.
- Proficiency with MS Office applications including Word, Excel, Project, and Visio.
Additional Skills/Qualifications Desired
- Recent experience with the Judicial Council, government agencies, or similar public projects.
- Experience with CA trial court projects, including IT, A/V, and construction projects.
- Experience with local, state, or federal IT projects.
- Subject matter expertise in cloud services (AWS, Azure, GCP), application development, system security, web deployment, networking, cloud security, and ITIL service management.
- Published work samples such as technical plans, architecture documentation, test plans, scope of work, network diagrams.
- Certified Project Management Professional (PMP) with Agile/Scrum certification.
