Sr. Subcontractor Administrator/Specialist for a temp- to- perm hire position.

JOB SUMMARY/PURPOSE OF POSITION

Procure major and critical materials, components/equipment, and services of a highly specialized and complex nature to obtain the most advantageous combination of price, quality, and delivery. Items purchased are under a government funded contract.

MINIMUM QUALIFICATIONS
Grade 31:
Education/Experience:
  • BA/BS in Business, Engineering or Management or recognized equivalent plus a minimum of six (6) years of related experience including 4 years of government related procurement or business management experience.
  • Working knowledge of applicable Federal Acquisition Regulations (FAR) and the Department of Energy Acquisition Regulations (DEAR), procurement, and Prime Contract requirements.
Other Requirements:
  • Must possess working knowledge of procurement theories, principles, techniques, policies, regulations, and legal requirements to apply theories and new technologies to successfully complete a wide variety of complex assignments.
  • Must possess highly developed organizational skills and be able to manage projects and special assignments to deliver results on time and within budget.
  • Must be able to work independently under consultative direction and to be technically competent to work on the most complex procurement activities and recommend changes in systems and procedures.
  • Must be able to act as lead person or technical expert to direct the work of others, develop and implement special projects and resources, write procedures and guidelines.
  • Must be able to use independent judgment to provide solutions to a wide range of complex problems.
  • Must justify, defend, negotiate, or settle matters involving significant or controversial issues.
  • Must be able to interface with individuals or groups from inside and outside of the organization.
  • May be required to make presentations to employees, managers, senior managers and/or others.
Grade 32:
Education/Experience:
  • BA/BS in Business, Engineering or Management or the recognized equivalent plus
  • A minimum of ten (10) years of experience including four (4) years of direct and/or government related procurement experience.
Other Requirements:
  • Must possess mastery knowledge of procurement theories, principles, techniques, policies, regulations, and legal requirements to apply theories and new technologies to successfully complete a wide variety of complex assignments.
  • Must be able to identify and resolve a wide variety of complex assignments. Must possess highly developed organizational skills and be able to manage projects and special assignments to deliver results onetime and within budget.
  • Must possess expert knowledge and proficiency of Federal Acquisition and Department of Energy Acquisition Regulations, procurement, and contract requirements. Broad knowledge of commercial and FAR based procurement processes.
  • Expertise in business, contract terms, and the administration/management of all facets thereof.
  • Must be able to work independently under consultative direction and to be technically competent to work on the most complex procurement activities and recommend changes in systems and procedures.
  • Must be able to act as lead person or technical expert to direct the work of others, develop and implement special projects and resources, and write procedures and guidelines.
  • Must be able to use independent judgment to provide solutions to a wide range of complex problems.
  • Must be able to perform broad and intensive practices to establish concepts, theories, or programs, or to resolve complex problems. Must possess mastery knowledge of industry specific software applications.
  • Must justify, defend, negotiate, or settle matters involving significant or controversial issues.
  • Must have the ability to communicate effectively with all levels of procurement management.
  • Must be able to interface with individuals or groups from inside and outside of the organization, senior management, as well as high-ranking officials from outside the organization. May be required to make presentations to employees, managers, senior managers and/or others.
  • Must be able to solve the most difficult problems involved in influencing the DOE and the direction of internal associates, peers, and management toward successful completion of the Procurement Mission.
  • The position involves the expertise to manage assigned responsibilities and communicate to a variety of personnel with diverse experience, skills, abilities, and goals.
  • In addition, the position involves the ability to assist personnel in forming complex and innovative strategies.
  • This involves a variety of expertise applicable to the best interests of the DOE, reducing and eliminating risks for both parties.
Licenses/Certifications:
  • Certification by the National Association of Purchasing Management or National Contract Management Association preferred.
MAJOR RESPONSIBILITIES/SCOPE OF WORK
  • Maintain a safe and healthful work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations.
  • Implement standards contained in the Company “Code of Ethics & Business Conduct,” Company EEO practices, and DOE directives.
  • Identify, evaluate, and recommend potential suppliers for major and critical materials, equipment and services of a highly specialized and complex nature working closely with suppliers.
  • Complete a thorough review of all ordering requirements to ensure responsive proposals can be obtained. Resolve any deficient areas prior to soliciting bids.
  • Develop effective Request for Proposals and subcontracts to reflect the proper subcontract type, basis for award evaluation criteria, pricing schedules, labor standards requirements, and applicable technical and administrative documents.
  • Perform thorough and comprehensive price justifications of each procurement action utilizing applicable cost/price analysis techniques to ensure price reasonableness.
  • Develop a comprehensive negotiation plan and serve as lead negotiator for major subcontracts.
  • Effectively administer subcontracts and negotiate subcontract changes and ensure invoice payments are in accordance with subcontract pricing requirements.
  • Anticipate possible changes in technical requirements that may develop during a subcontract and coordinate with internal and supplier management the effects.
  • Establish a comprehensive schedule of internal and supplier subcontract activities required to be met to ensure completion with required dates. Monitor and expedite as appropriate with internal and/or supplier management.
  • May act on behalf of the Department Manager as assigned.
  • Regular attendance is required.

  • Perform all procurement activities in a manner that fosters the highest degree of ethical conduct and public trust.
