Job description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Procurement Manager based in the United States.

Lead procurement operations for federal construction and engineering projects, ensuring every purchasing decision meets stringent government requirements and audit standards.

You will oversee sourcing activities for both project pursuits and awarded contracts, supporting energy infrastructure and Department of War-related work.

Working closely with preconstruction, contracts, legal, and project teams, you will develop purchasing processes that promote compliance, transparency, and cost effectiveness.

Your responsibilities will span supplier selection, subcontractor management, pricing analysis, procurement documentation, and long-lead material planning.

You will help maintain compliance with federal acquisition regulations while strengthening supplier performance and procurement controls.

As the procurement function grows, you will contribute to team development and establish scalable processes that support project delivery.

This remote opportunity includes travel to project sites, suppliers, and subcontractor facilities, with the chance to influence procurement strategy across complex federal EPC projects.

Accountabilities

As Procurement Manager, you will manage day-to-day procurement activities, implement established policies, and ensure that purchasing decisions are competitive, compliant, and fully documented.

  • Implement and maintain procurement policies, plans, and procedures in alignment with leadership direction and evolving federal regulations.
  • Lead sourcing activities for prospective and awarded projects, including requests for quotations, competitive bidding, quote comparisons, price analysis, cost analysis, and sole-source justifications when competition is impractical.
  • Maintain complete, audit-ready procurement files documenting competition, price reasonableness, source selection, exclusions screening through the System for Award Management (SAM), and subcontract consent where required.
  • Ensure applicable federal requirements and contractual flowdowns are incorporated into purchasing activities, including Buy American provisions, Section 889, relevant cybersecurity clauses, labor standards, and small business subcontracting requirements.
  • Maintain procurement integrity and conflict-of-interest controls, support mandatory disclosure reviews with Contracts and Legal, and apply pass-through charge limitations to affiliate and lower-tier subcontracts.
  • Obtain and review subcontractor cost or pricing data when required by applicable thresholds and contract provisions.
  • Apply leadership decisions regarding preferred suppliers, including internal affiliate companies and external providers, while documenting price reasonableness consistently for every purchase.
  • Maintain qualified supplier and subcontractor lists, oversee prequalification processes, and monitor performance through supplier scorecards.
  • Coordinate material procurement and long-lead purchasing with project schedules, tracking commitments through delivery.
  • Prepare complete award packages for the Contracts Manager and transfer sourcing documentation to the Award Transition Project Manager.
  • Take ownership of material and long-lead procurement from project execution through delivery, ensuring awarded projects are fully bought out and ready to proceed.
  • Prepare for and support Contractor Purchasing System Reviews (CPSRs), customer audits, and periodic internal procurement file reviews.
  • Help build and develop the procurement team as business volume increases, participating in recruitment and personnel decisions while final authority remains with the Director.
Requirements
  • Bachelor's degree in Supply Chain Management, Business, Construction Management, or a related field, or equivalent professional experience.
  • At least 8 years of procurement or subcontract management experience, including a minimum of 5 years supporting federal construction or engineering, procurement, and construction (EPC) projects as a prime contractor.
  • Working knowledge of Federal Acquisition Regulation (FAR) Part 44 subcontracting policies, small business subcontracting plans, Buy American requirements, and cost and price analysis.
  • Familiarity with Defense Federal Acquisition Regulation Supplement (DFARS) purchasing system criteria, including DFARS 252.244-7001, and Department of Energy Acquisition Regulation (DEAR) requirements for DOE-related work.
  • Experience preparing for or supporting a Contractor Purchasing System Review (CPSR) is strongly preferred.
  • Strong negotiation skills and the ability to assess price reasonableness, supplier proposals, and subcontractor pricing.
  • Experience with ERP purchasing modules; familiarity with Deltek Costpoint and Procore is an advantage.
  • Excellent communication and collaboration skills, including the ability to work effectively with project teams, estimators, subcontractors, suppliers, and internal stakeholders.
  • Strong organizational skills, attention to detail, and the ability to maintain accurate, defensible procurement records.
  • Ability to manage competing priorities, exercise sound judgment, and maintain procurement compliance in a fast‑paced project environment.
  • Willingness to travel up to 20% of the time, including occasional overnight trips to project sites, suppliers, and subcontractor facilities.
Preferred Certifications And Additional Qualifications
  • Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM).
  • Certified Professional in Supply Management (CPSM).
  • Ability to obtain a Department of Energy (DOE) security clearance.
Benefits

  • Company-paid life and disability insurance.
  • Access to mental health support and resources.
