Job summary

Actalent in California seeks a Sr Project Executive to lead and expand federal construction operations across the state, focusing on market presence, program oversight, and client relationships with Air Force, Navy, and DoD.

You will mentor project teams, drive pursuit strategies, ensure safety and quality, manage budgets, and shape the regional growth plan while traveling up to 50% to Beale, Travis, Camp Pendleton and other installations.

Qualifications

  • Bachelor's degree in CM, engineering, architecture, or related field
  • 15+ years of progressive construction management experience with federal focus
  • Sr leadership experience (Project Executive, Operations Director, etc.)
  • Deep knowledge of federal procurement and contracting, GMP and design-build
  • Experience with DoD clients (Air Force, Navy, COE, Coast Guard)
  • U.S. citizenship and ability to access military installations
  • Willingness to travel ~50% within California

Job Description

The Sr Project Executive leads and expands federal construction operations throughout California, with a strategic focus on building market presence, overseeing project execution, developing client relationships, and growing work across key military installations. This executive-level role provides oversight of multiple federal construction projects while shaping the long-term regional growth strategy. The position serves as a key leader within the California business, driving operational excellence, mentoring project teams, supporting pursuit efforts, and strengthening the organizations presence at major Air Force, Navy, and other Department of Defense facilities. The role is not tied to a single project, but instead provides executive leadership across ongoing and future federal programs in the state.

Responsibilities
  • Provide executive oversight of multiple federal construction projects across California, ensuring alignment with strategic objectives and operational standards.
  • Lead and expand federal construction operations by developing and executing a regional growth strategy focused on key military installations and federal clients.
  • Oversee project execution from an executive level, ensuring projects meet safety, quality, budget, and schedule expectations.
  • Manage project financial performance, including budgeting, forecasting, cost control, and profitability for multiple concurrent projects.
  • Ensure contract compliance across all federal projects, including adherence to federal procurement and contracting requirements.
  • Support business development efforts by contributing to pursuit strategies, go/no-go decisions, and competitive positioning in the federal market.
  • Lead and support pursuit strategy for new federal construction opportunities, including design-build and GMP projects.
  • Develop, strengthen, and maintain long-term client relationships with federal agencies and Department of Defense stakeholders, including the Air Force, Navy, Army Corps of Engineers, Coast Guard, and other federal entities.
  • Serve as a visible leader at key installations such as Beale Air Force Base, Travis Air Force Base, Camp Pendleton, and Naval facilities throughout California.
  • Mentor, coach, and develop project and operations teams, fostering future leaders and promoting a high-performance culture.
  • Provide operational leadership across the California region, ensuring consistent processes, best practices, and standards of excellence.
  • Identify, assess, and mitigate project and portfolio-level risks, including schedule, cost, contractual, and operational risks.
  • Oversee project schedules at an executive level, ensuring milestones are met and resources are effectively allocated.
  • Collaborate with internal stakeholders to align regional operations with broader corporate strategies and objectives.
  • Represent the organization in client meetings, industry events, and strategic discussions related to federal construction opportunities.
  • Influence and guide decision-making related to regional growth strategy, client targeting, and project selection.
  • Promote a culture of safety, quality, and compliance across all federal projects under executive oversight.
Essential Skills
  • Bachelors Degree in Construction Management, Engineering, Architecture, or a related field preferred.
  • 15+ years of progressive construction management experience, with a strong focus on federal construction.
  • Prior experience in a Sr leadership role such as Project Executive, Sr Project Executive, Operations Director, or Business Unit leadership.
  • Deep experience in federal construction and operations, including work on military installations.
  • Strong understanding of federal procurement and contracting, including experience leading design-build and Guaranteed Maximum Price (GMP) projects.
  • Proven operational leadership skills, with the ability to oversee multiple complex projects concurrently.
  • Established knowledge of working with federal agencies, including the Air Force, Navy, Army Corps of Engineers, Coast Guard, and other Department of Defense clients.
  • U.S. citizenship.
  • Ability to access military installations in support of project and client needs.
  • Ability to travel approximately 50% throughout California to active and prospective project sites.
  • Strong client relationship management skills and experience building long-term partnerships in the federal sector.
  • Demonstrated ability to mentor and develop project and operations teams.
  • Proficiency in project management and construction management principles and practices.
Additional Skills & Qualifications
  • Active security clearance is a plus but not required.
  • Experience leading and growing a regional or business unit within a construction or federal-focused organization.
  • Experience working on or overseeing projects at Air Force bases, Naval facilities, and other military installations.
  • Strong strategic thinking skills with the ability to shape and execute a regional growth strategy.
  • Excellent communication and presentation skills for engaging with Sr client representatives and internal leadership.
  • Ability to influence pursuit decisions and contribute to winning strategies for major federal construction opportunities.

Work Environment

This is a hybrid role that combines project site visits, client meetings, work on military installations, and office or home-based work. Travel is expected to be approximately 50% throughout California, with regular visits to active and future project locations such as Air Force bases, Naval facilities, and other federal sites. The position offers executive-level visibility and the opportunity to shape a growing business unit within a federal construction environment. Candidates may reside near Concord, Sacramento, or elsewhere in California, provided they have reasonable access to federal project sites. The work environment involves collaboration with project teams, federal clients, and internal leadership in both field and office settings, with a strong emphasis on safety, compliance, and operational excellence.

Pay and Benefits

The pay range for this position is $195000.00 - $280000.00/yr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
