S3 has an immediate need for a Senior Program Analyst to provide support to our SHIELD program on Redstone Arsenal, AL. This role is not a telework position.

Description: The Senior Consultant will join the SHIELD Project Office within PAE Fires. This role requires a strong blend of technical, financial, and acquisition expertise, along with experience supporting the execution and oversight of engineering services and programmatic efforts under complex contract vehicles. The candidate will develop acquisition strategies, prepare work statements, create evaluation plans, assist in vendor qualification, and play a pivotal role in budget preparation, including the management of CCAR files. The candidate will also support Senior Acquisition Executive (SAE) oversight, provide strategic input into decision‑making processes, and ensure robust financial and program execution oversight across assigned efforts.

Responsibilities
  • Provide expert leadership and analysis across technical, financial, and acquisition domains, supporting the development and execution of complex systems and programs.
  • Plan, coordinate, and oversee engineering services task order execution in a multi‑stakeholder environment, ensuring activities are responsive to technical requirements and aligned with cost, schedule, and performance objectives.
  • Ensure engineering efforts are properly coordinated, approved, and auditable for technical, fiscal, contractual, and financial accountability.
  • Support the development and execution of Task Instructions (TIs) and associated contract modifications, ensuring compliance with contract requirements and authorization processes.
  • Lead budget preparation, review, and execution, including CCAR management, funding allocation, and alignment with program goals and financial policies.
  • Analyze and support non‑recurring engineering efforts (e.g., investigations, obsolescence mitigation, testing, and corrective actions) impacting system hardware, software, and configurations.
  • Evaluate program trends, risks, and performance across technical, financial, and schedule domains, and recommend effective mitigation strategies.
  • Contribute to acquisition planning and documentation, including work statements, evaluation plans, IGCEs, and source selection support.
  • Support execution across both domestic and FMS efforts, ensuring alignment with applicable policies and stakeholder requirements.
  • Collaborate with government leadership, contractors, and stakeholders to integrate engineering, financial, and programmatic efforts and support informed decision‑making.
Qualifications
  • Master's degree and 8 years of experience or a bachelor's degree and a minimum of 10 years of experience.
  • 5 years must be specialized in supporting a Government Project or Product Office in an acquisition role, ideally within a PAE/CPE environment.
  • Prefer current or prior experience working with Air Defense Artillery programs.
  • Operational support and strategic planning experience for defense programs, similar to the SHIELD Project Office initiatives, is also preferred.
  • Experience identifying and researching programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules is a plus.
  • Secret or higher DoD security clearance or have the ability to obtain a clearance.
