Job summary

ELLKAY seeks a Sr. Portfolio Manager, Global Delivery to lead a global portfolio of projects and programs supporting business objectives.

You will coordinate PM teams across the US and India, ensure timely, on-budget delivery, and drive governance, risk management, and continuous improvement in a healthcare data environment. You will work with delivery governance leadership, manage stakeholder expectations, and ensure HIPAA compliance while guiding cross-functional teams across regions and time

Qualifications

  • Bachelor’s degree required and 5-7 years related experience in Healthcare Project/Program Management.
  • 8–10+ years of progressive leadership experience managing complex technical programs in healthcare data environments.
  • 5 years’ experience managing Global Teams and large enterprise projects or programs.
  • Domain expertise in HL7, FHIR, DICOM; experience with Epic, Cerner/Oracle, MEDITECH.
  • PMI credentials (PMP/PgMP) or CHIME CHCIO are desirable.

Responsibilities

  • Provide program leadership and strategy for multiple initiatives aligned to business objectives.
  • Oversee global project lifecycles, planning, resource allocation, and risk management.
  • Lead distributed delivery teams across the US and India with quality and accountability.
  • Coordinate cross-regional priorities and handoffs to meet timelines and SLAs.
  • Drive process improvement using data analysis and agile methodologies.
  • Ensure regulatory compliance with HIPAA, CMS, JCAHO, CAP, CLIA, and others.
  • Manage vendor relationships and ensure successful third-party integrations.
  • Develop program documentation, requirements, test plans, and status reports.
  • Engage with CMIO/CIO and other stakeholders to optimize implementation experience.
  • Monitor budgets and optimize multi-million-dollar program resources.

Job Description:

The Sr. Portfolio Manager, Global Delivery will be responsible for delivery performance and overarching management of project management teams responsible for planning, executing, and managing a Global portfolio of projects and programs that support ELLKAY’s business objectives. This role requires a blend of technical (Data Migration/Achieve/Curation), project management, and healthcare-specific knowledge to ensure that our solutions meet clinical, regulatory, and business needs. This position will work very closely with the Sr. Director, Delivery Governance & Operations and all other functional area managers to ensure operational goals are met. This position requires an individual to be extremely organized, have excellent communication ability, demonstrate critical thinking/problem solving skills and a keen attention to detail along with the flexibility to work with various other areas of the ELLKAY business.

  • Program Leadership and Responsibilities; Understand and Drive the strategy for project management teams responsible for multiple program initiatives, aligning with ELLKAY’s overall business objectives. This includes managing program budgets and forecasting resource needs across US and India
  • Global Project Oversight: Oversee the entire program lifecycle, including planning, resource allocation, and risk management for individual projects. They track progress and ensure projects meet customer requirements and are completed on time and within budget.
  • Global Delivery Oversight: Provide strategic and operational oversight for globally distributed delivery teams, including teams based in India, ensuring consistent execution, quality, accountability, and alignment with organizational priorities.
  • Global Team Leadership: Lead, mentor, and develop cross-functional teams across geographic regions and time zones. Establish clear performance expectations, promote collaboration, and address resource or performance challenges.
  • Cross-Regional Coordination: Coordinate priorities, staffing, communications, and delivery handoffs among U.S.-based and India-based teams to maintain operational continuity and achieve project timelines, service levels, and customer commitments.
  • Process Improvement and Analysis: Focus on improving operational efficiency and quality outcomes by using data analysis, organizational change management, agile principles and process improvement concepts. This can involve analyzing clinical and financial data to find opportunities for improvement. Work closely with the Sr. Director, Delivery Governance & Operations to document Process Improvement Recommendations and Lessons Learned and share regularly with leadership along with implementation plans.
  • Regulatory Compliance: Ensure that all projects adhere to strict healthcare regulations, such as HIPAA (Health Insurance Portability and Accountability), standards from bodies like Centers for Medicare & Medicaid Services (CMS), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), College of American Pathologist (CAP), Clinical Laboratory Improvement Amendments (CLIA), and others.
  • Vendor & Partner Management: Initiate internal coordination to secure required SME support, manage vendor relationships on active engagements with third-party data extraction, migration, and archival software vendors.
  • Documentation and Reporting: Develop and maintain program documentation, including business requirements, test plans, and project artifacts. They also generate and distribute reports on program status and performance with trends.
  • Stakeholder Alignment: Serve as Delivery executive point of contact with vendors and client executive leadership to include Chief Medical Information Officers (CMIOs), Chief Information Officers (CIOs), Compliance Officers, and department heads to optimize implementation experience.
  • Financial & Resource Stewardship: Work closely with leaders in both US and India. Partner with Sr. Director and VP, LKOasis Delivery to manage and optimize the multi-million-dollar program budget, ensuring proper resource allocation across project management, engineering, and clinical validation teams.
Qualifications:
  • Bachelor’s degree required and 5-7 years related experience in Healthcare Project / Program Management.
Experience:
  • 8–10+ years of progressive leadership experience managing complex technical programs, with at least 5 years dedicated exclusively to large-scale healthcare data environments.
  • 5 years’ experience managing Global Teams
  • 5 years large enterprise/complex project or program management.
  • Domain Expertise: Deep technical understanding of healthcare data standards (HL7, FHIR, DICOM), clinical vocabulary/nomenclature (ICD-10, SNOMED-CT), and major enterprise EHR platforms (Epic, Cerner/Oracle, MEDITECH).
  • Methodologies & Certifications: Proven track record in data archive management and legacy system retirement. PMP,
  • PgMP, or CHIME Certified Healthcare CIO (CHCIO) credentials are highly desirable.
  • Core Skills: Exceptional command of risk mitigation, organizational change management within matrixed hospital ecosystems, data profiling tools, agile principles and business intelligence applications.
Certifications:
  • Project Management Professional (PMP) preferred.
Skills:
  • Healthcare IT systems: Knowledge of systems like Electronic Health Records and standard integration options.
  • Software Proficiency: Experience with project management tools such as JIRA, SharePoint, Office 365, and Asana preferred.
  • Data and Analytics: Skills in data analysis, interpretation, and reporting are necessary to drive process improvements.
  • Leadership and Influence: The ability to lead and motivate cross functional teams, as well as influence outcomes across the organization.
  • Risk, Issue, and Escalation management: Exceptional command of risk identification and mitigation of financial, operational, and strategic threats that can impact the project’s health, legal compliance, or relationship with the client.
  • Communication: Excellent verbal and written communication skills are essential for interacting with diverse stakeholders, from technical teams to executive leadership. Understanding of organizational change management best practices within a large organization.
  • Problem Solving: Strong critical thinking and problem‑solving skills to anticipate and mitigate project risks.
  • Adaptability: The ability to thrive in a complex and constantly evolving healthcare landscape.
  • Time Management and Organizational Skills: Strong time management and prioritization skills, and ability to quickly switch tasks. Highly organized, detail-oriented, and process-oriented.
