Job summary

SNAP Inc is looking for a Sr. IT Security Manager/Lead for a contingent contract role to serve the U.S. Census Bureau. This position involves leading a team of IT Security Managers and developing robust security measures for applications and systems.

Sr. IT Security Manager/Lead (Contingent)

Contract position offered by SNAP, Inc. to serve as Sr. IT Security Manager/Lead for the U.S. Census Bureau. The incumbent will lead and mentor a team of IT Security Managers for a large program with more than 100 employees.

Responsibilities

• Research, develop, implement, test, review, and provide information on the overall IT Security posture for systems, applications, and programs.
• Provide recommendation on mitigating potential security threats.
• Support the Office of Security’s security assessments and Authorization to Operate (ATO) processes for systems and applications.
• Provide support for Plan of Action and Milestones (POAMs) remediation, security assessments, and continuous monitoring of software, applications, and systems.
• Support development and management of Interface Control Documents (ICDs) and Interconnection Security Agreements (ISAs), including compiling and maintaining a list of ISAs and ICDs, evaluating, coordinating, and updating documentation, and developing a process for tracking alignment with the Bureau’s security policies and eSDLC.
• Assist in development of Continuity of Operation Plans that address contingency planning and comply with NIST guidelines and the Census Bureau’s IT Security program.
• Support development and testing of contingency plans to enable continued Census operations with minimum disruption during a natural or man‑made disaster.
• Assist in developing a comprehensive risk management plan conforming to NIST guidelines and the Census Bureau’s IT Security Program, including internal security risk assessment and ongoing updates.
• Support and execute penetration testing to safeguard systems from security risks.

Technical Qualifications / Requirements

• Previous experience working as a Project IT Security Lead on a similar‑sized project.
• Extensive experience in creating a System Security Plan (SSP) that meets or exceeds the minimum requirements to obtain an Authority to Operate (ATO) for each project.

Education / Certifications

• Bachelor’s degree in a related field plus a minimum of 5 years of related experience.
• IT Security support certifications (at least one of the following): CISSP, CAP, CISM, CISA.

• Proposed Work Location: Census Bureau Headquarters, Suitland, Maryland
• Contract Length: 6 years (1 year plus 5 option years)
• Tax Terms: W2 Only / Salary: Competitive salary with benefits package
