Job Description

The United States Capitol Police (USCP) is responsible for protecting Congress, its legislative processes, members, staff, visitors, and facilities from crime, disruption, and terrorism.

The Office of Human Resources (OHR) provides human resources and human capital management services to USCP for both sworn and civilian employees, including staffing, employee relations, benefits, and strategic workforce planning.

The Office of Acquisition Management (OAM) manages procurement strategies and the USCP Purchase and Fleet Card Programs.

The Office of Background Investigations and Credentialing (OBIC) conducts background investigations, manages credentials, and supports USCP stakeholders through criminal record checks.

Position Objective: The Senior HR Specialist – Staffing provides advanced HR support focusing on staffing, recruitment, and classification, leading full-cycle recruitment activities for USCP to attract and retain top talent.

Duties And Responsibilities

  • Lead staffing and recruitment processes, including job analysis, classification, and candidate assessment.
  • Identify recruitment needs and support targeted hiring efforts.
  • Collaborate with hiring managers on job descriptions and criteria.
  • Provide expertise on staffing and classification issues, ensuring compliance with federal regulations.
  • Process personnel actions related to hiring, promotions, and reassignments.
  • Support onboarding and orientation activities.
  • Mentor junior HR staff and analyze staffing metrics for process improvements.
  • Develop recruitment policies and support strategic workforce planning.
  • Maintain accurate staffing records in HR systems.

Basic Qualifications

  • Bachelor’s degree in HR, Business, Public Administration, or related field.
  • 5+ years of federal HR experience in staffing, recruitment, and classification.
  • Expertise in federal HR guidance and regulations.
  • Strong analytical and communication skills.
  • Experience with HR systems and federal hiring processes.

Minimum Qualifications

  • Master’s degree or HR certification (e.g., SHRM-SCP, SPHR) preferred.
  • Experience supporting law enforcement or security organizations.
  • Leadership and mentoring experience in HR.
