Job description

PolyCon Solutions seeks an on-site Senior Human Resources Specialist with prior federal experience in executive staffing to support our subcontractor and Federal Aviation Administration (FAA) client. The ideal candidate will have a strong background in advising management and customers on a variety of federal human resource management concepts, laws, policies, practices, and regulations related to executive recruitment and staffing (Title 5 and/or equivalent federal executive system).

Responsibilities:

  • Manage the full range of recruitment processes for assigned Lines of Business (LOB) and/or Staff Offices (SO), including assisting in the development of position descriptions and technical requirements, creating vacancy announcements, conducting minimum qualifications, convening rating and interview panels, and issue selection certificates
  • Participate with management in the early planning of all staffing aspects, develop alternative recruitment approaches/strategies to meet mission partner needs, identify and cultivate recruitment sources, and research new electronic mechanisms for effective recruitment.
  • Provide position management and classification support to assigned organizations, consult with LOBs/SOs to develop succession plans, and develop new HR procedures involving major issues of concern to FAA management as business objectives and/or Federal personnel regulations change.
  • Conducting job analyses, preparing crediting plans, determining applicant qualifications, and classification of Executive position descriptions.
  • Advising management concerning current and future staffing projections. Interpreting and applying human resource management policies.

Required Qualifications:

  • Extensive experience in federal executive staffing, ideally within a Title 5 or equivalent federal executive system (e.g., FAA Executive System).
  • Highly proficient in the use of all Microsoft Office Products (O365), including Word, Excel, PowerPoint, OneNote, Outlook, Teams, etc.
  • Proficient in Adobe Pro, Visio, SharePoint
  • Experience in communicating verbally and in writing to various levels of leadership, including Executive/C-Suite employees, and SMEs, to ensure high standards are met.
  • Ability to handle time-sensitive, highly visible, and confidential materials

Education and Experience:

  • Bachelor of Arts (B.A.) degree and 4 – 8 years of prior relevant experience or Master's Degree with 2 – 6 years of prior relevant experience.
  • Must be eligible to work in the U.S. and pass FAA security screening for positions of Public Trust.

Location:

  • Onsite at 800 Independence Avenue SW, FAA HQ (5 days/week) preferred; remote work may be considered for qualified candidates outside the DMV area
