Job Description: SR. HEAVY EQUIPMENT OPERATOR- STORMWATER/DRAINAGE

This position plans, coordinates, and oversees the City's drainage maintenance and construction projects. Responsibilities include administering the Stormwater Management Program, performing field design work, coordinating with outside agencies, supervising assigned staff and equipment operations, and responding to public concerns.

Leads and participates in the maintenance, construction, and improvement of the City's drainage infrastructure, ensuring safe and effective operation of storm sewers, channels, ditches, detention ponds, and rights-of-way.

Administers the City's Stormwater Management Program and oversees drainage projects, including field design work, project planning, coordination with external agencies, and the preparation of required project documentation.

Supervises assigned staff by providing direction, training, performance feedback, and ensuring compliance with safety standards, work quality expectations, and applicable regulations.

Operates and oversees the use of heavy equipment and tools to support drainage maintenance and construction, and performs manual work as needed to ensure project completion.

Monitors, inspects, and coordinates maintenance of departmental equipment to ensure safe, reliable, and compliant operations, including scheduling repairs and performing field repairs when necessary.

Provides on-call and emergency response support to address drainage issues, public concerns, and operational needs, and assists other City departments as required.

Serves as acting MS4 Superintendent in their absence and performs related duties to support continuity of operations, when asked.

Responds to and/or investigates illicit discharge calls such as spills, dumping, and leaks

May attend educational seminars;

May be subject to after-hour calls;

Performs such other duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of: regulations, municipal codes, blueprints, technical documentation, and manufacturer manuals, and the ability to interpret and apply them in field and project work.

Skills: must be able to proficiently operate heavy equipment.

Physical Ability to: lift and maneuver up to 85 pounds (i.e. construction materials, pipe, bags of concrete, etc.); climb and maintain balance on ladder; ascend and descend up to 30" high steps numerous times per day; do repetitive bending and kneeling; and perform strenuous work in the outdoors under adverse weather conditions.

Demonstrated Ability to: must be able to enter and exit a 24 inch diameter manhole opening without difficulty; must be able to enter and exit a 24 inch wide ditch, maneuvering freely while operating necessary equipment; perform strenuous work in the outdoors under adverse weather conditions; and safely operate all equipment required under the following circumstances the operator may encounter while operating heavy equipment: Vibrations, Sudden Movements, Lateral Shifts, Impact from Loads, Uneven Ground, Hydraulic Responses(The quick engagement and release of hydraulic functions can create noticeable jerks, particularly when operating attachments like a thumb or grapple), and Operator Fatigue.

ACCEPTABLE EXPERIENCE AND TRAINING:

High school diploma or equivalent, plus at least five years of experience in stormwater, drainage, or related infrastructure maintenance, including experience operating heavy equipment. At least three years of the required experience must have included supervisory responsibility.

CERTIFICATES AND LICENSES REQUIRED:

State of Texas Class B (commercial) driver's license with air brakes.Class A (commercial) driver's license desirable.
