Sr Financial Analyst

We are seeking a Sr. Financial Analyst for On-Campus Living duties include, but are not limited to, the fiscal and administrative management of the department. Consists of the development and management of budgets, general and restricted funds, revenue accounts, totaling 35 M. Ensures compliance with departmental policies and the policies of the University regarding the proper use of funds. Orients and trains staff concerning budgetary matters, policies, and procedures. Use independent judgment in the resolution of fiscal and administrative issues.

Advises staff on the University’s HR policies and procedures. Supervises administrative office staff, all aspects of A/P, A/R, petty cash, procurement cards/purchasing, and all travel for the department. Approves all expenditure/financial transactions for the department. Approver of all department procurement card transactions. Must communicate effectively, both written and verbally, with individuals at many organizational levels.

Specific Duties And Responsibilities

Supervision

  • Oversee day-to-day business operations for On-Campus Living, including monitoring accounting operations, developing budgets, planning and coordinating the management, record-keeping, and reporting needs for financial operations.
  • Direct supervision of the Sr. Administrative Coordinator.
  • Manage daily operations for On-Campus Living.
  • Oversee and coordinate the work for On-Campus Living related to fiscal and human resource matters.


Fiscal Responsibilities (40%)

  • Oversee day-to-day business operations for On-Campus Living, including monitoring accounting operations, developing budgets, and planning and coordinating the management, record-keeping, and reporting needs for financial operations.
  • Oversee and verify all departmental revenue and expenditures from origination to posting.
  • Manages the development of general funds and salary budget projections and proposals with the Executive Director to compile fiscal year proposals/requests for review and approval by USS Financial Administration.
  • Ensure financial alignment with capital (minor and major) projects for all residence halls.
  • In conjunction with the Executive Director, ensure operating budgetary expenses are maintained and managed.
  • Ensure contracts with outside vendors are prepared and submitted to procurement according to university standards.
  • Work with the Executive Director to ensure appropriate facilities charges for non-residential tenants.
  • Explore opportunities for future revenue lines for On-Campus Living.
  • Prepare online payment requests, process travel employee reimbursements, and approve Amazon Business purchases for the Office of On-Campus Living.
  • Administer the department P-Card program for the Maintenance and Housing departments. Allocate expenses against budgets, approve transactions, review and research documentation, default transactions, and process expense transfers.
  • Perform rental verification and church parking billing.
  • Ensure financial allocations are aligned with salary offers for vacant positions.
  • Oversee the administration of student payroll and student and professional meal plan allocations.


Budgetary Analysis (50%)

  • Develop budget guidelines, which include revenue forecasts, expense allocations, the required level of reserves, the allocation of administrative overhead, debt service, and other costs.
  • Assist in developing a multiple-year pro forma/strategic budget to provide an adequate financial foundation for the department’s short—and long-term plans.
  • Extract financial data from SAP to monitor expenditures throughout Auxiliary Services, perform budget analysis and monthly account reconciliation reviews independently and accurately, and ensure they comply with university policy.
  • Be a primary liaison to the Sr. Financial Analyst for University Student Services on the annual budget preparation and quarterly projection cycles for On Campus Living. Assisted with compilations and submissions to the USS Finance data tool. This includes budget and projections for housing revenues, salary and operating costs, and minor and major capital budgets.
  • Perform financial analysis to create variance explanations during the quarterly budget cycles and year-end closing process.
  • Work with the Executive Director to develop housing rates and provide recommendations to university administration for final approval.
  • Complete an in-depth budget review and review all general ledger items for every budget (Residential Life, Housing Operations).
  • Develop a 5-year budget plan that includes operational and capital planning.
  • Act as the primary liaison to USS's Associate Director of Strategic Initiatives on capital expenditure plans and updates and monitoring the Auxiliary repair and replacement fund.
  • Prepare financial management reports for the Executive Director of On-Campus Living.
  • Reconcile monthly revenues and expenses for maintenance, capital, and operations budgets and maintain all supporting documentation. Process accounting transactions to correct revenue and expenses against budgets.


Administrative (10%)

  • Advise staff regarding all human resource issues and concerns, and advise staff on University HR policies and procedures.
  • Oversee the personnel hiring for all student and professional staff hiring.
  • Coordinates with Sr. Leadership staff flow-chart responsibilities to meet the growing needs of a department experiencing regular change.
  • Ensure compliance with university policies.


Knowledge, Skills, And/or Abilities

  • A firm grasp of accounting procedures, strong writing skills, proficiency in Microsoft Office and Excel, working knowledge of SAP and Analysis; familiarity with university accounting procedures involving check requisitions, business travel and expense, purchasing, and paying invoices.
  • Prior administrative management experience preferred.
  • Prior management and supervisory experience are preferred.
  • Must possess excellent communication skills and have the ability to work well with others in an extremely fast-paced, competitive, and growing athletics program.


Minimum Qualifications

  • Bachelor’s Degree in Finance, Accounting, or another related field.
  • Five (5) years of progressively responsible related financial/accounting experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications

  • Master’s Degree in Business or Accounting.
  • Prior administrative management experience preferred.
  • Prior management and supervisory experience are preferred.


Classified Title: Sr. Financial Analyst

Starting Salary Range: $62,900 - $110,100 Annually ($86,500 targeted; Commensurate w/exp.)

The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Education and Experience Equivalency
