Qualifications

Position Overview:

This role is responsible for leading the engineering function by overseeing planning, design, and construction activities for water infrastructure and capital improvement programs. This role ensures programs are delivered on time, on budget, and in compliance with regulatory, safety, and quality standards. They direct multiple teams and leaders, while aligning stakeholders, vendors, and partners to drive effective program execution. This role oversees capital planning, budgeting, governance, and performance monitoring while establishing engineering standards and driving continuous improvement initiatives. They drive strategic direction for long term infrastructure investment, system reliability, and operational sustainability. They lead continuous improvement efforts and advance initiatives that improve service delivery and asset performance. Success in this role requires strong executive leadership, deep technical expertise in civil and water infrastructure, as well as advanced program management and communication skills to drive operational excellence.

Key Responsibilities:
  • Provides strategic leadership and overall direction for engineering planning, design, and construction activities supporting water infrastructure and capital improvement programs. Ensures alignment with organizational priorities, regulatory requirements, and long-term system needs.
  • Oversees and directs multiple engineering teams and leaders responsible for project delivery, design, construction, and inspection activities. Establishes organizational structure, assigns program level resources, and ensures effective execution across all engineering functions.
  • Established departmental goals, priorities, and policies in alignment with senior leadership. Leads long term strategic planning (e.g. capital improvement programming, infrastructure investment, system reliability initiatives).
  • Provides oversight of the full lifecycle of engineering programs and projects to ensure delivery is consistent, compliant, and in alignment with project scope, schedule, and budget.
  • Leads development, administration, and execution of the capital improvement program, including prioritization of projects, allocation of funding, and interdepartmental coordination (e.g. operations, finance, senior leadership).
  • Oversees the development and management of engineering an capital budgets, forecasts, and financial plans. Ensures fiscal responsibility, cost control, and long-term financial sustainability of infrastructure programs. Establishes and enforces engineering standards, methodologies, and governance to ensure consistency, quality, and regulatory compliance.
  • Provides technical oversight and services as the final authority on complex engineering decisions, design standards, and infrastructure strategies. Reviews and approves significant engineering plans, specifications, and capital projects.
  • Oversees construction, inspection, and field operations related to engineering projects. Ensures risks, issues, and critical path activities are appropriately escalated, managed, and resolved.
  • Directs coordination external agencies and stakeholders to ensure compliance. Builds and maintains relationships with internal teams, vendors, and external stakeholders.
  • Oversees developer and new service programs to ensure consistent process, service delivery, and alignment with strategic goals.
  • Leads and supports staff development including leadership development and performance management.
  • Represents the department at internal meetings, regulatory hearings, and stakeholder engagements.
  • Provides oversight of reporting, performance metrics, and analytics for engineering programs. Communicates program performance, risks, and strategic insights to executive leadership.
  • Leads continuous improvement initiatives (e.g. process optimization, system implementations, and adoptions of new technologies).
  • Ensures compliance with all regulatory, safety, and organizational policies. Promotes culture of safety, accountability, and operational excellence across engineering and construction activities. Participates in audit processes, compliance reviews, and regulatory reporting at the organizational level. Ensures documentation, controls, and processes meet both internal controls and external regulatory requirements.
  • Provides leadership support during emergency response situations and critical infrastructure events to ensure effective organizational response.
  • Required to complete occasional evening and weekend work to meet deadlines or address emergencies as needed.
  • Performs other duties or special projects as required or assigned.
Qualifications:
  • Bachelor's degree and 10+ years of relevant professional experience with progressively increased levels of responsibility.
  • Experience leading the work of teams and employees engaged in engineering projects and construction, preferred.
  • Valid Drivers License required.
  • Holds valid Professional Engineer (PE) license.
  • Certifications such as PMP, PPM, etc. preferred.
  • Holds relevant certifications required for the team's need or directed by management.
  • Subject matter expertise in civil engineering, water infrastructure, regulatory compliance, and permitting requirements.
  • Experience managing budgets financial forecasts, and vendor relationships.
  • Strong knowledge of project and program management methodologies and governance.
  • Experience in stakeholder engagement, vendor management, and auditing processes.
  • Ability to manage multiple projects in a fast-paced environment.
  • Excellent communication, organization, and analytical skills.
