The Sr. Director, CDO Strategic Growth is the senior growth leader within the Care Delivery Organization, responsible for driving membership growth, enrollment performance, and market expansion across the CDO's four markets: Nevada, Texas, Arizona, and North Carolina. This role leads a team of growth professionals and works closely with CDO market leadership, Provider Contracting, and directly contracted physician groups to execute multi-channel growth strategies that convert physician group partnerships into sustained enrollment and attributed membership gains. The key outcomes this role drives are measurable increases in membership, attribution, and enrollment through directly contracted physician channels - executed through disciplined growth planning, effective AEP readiness, data-driven campaign management, and continuous ROI optimization across all four CDO markets.

Job Responsibilities
  1. Develop and execute annual and multi-year CDO membership growth plans. Build and own a comprehensive annual growth plan for each CDO market - Nevada, Texas, Arizona, and North Carolina - focused on measurable gains in membership, attribution, and enrollment through directly contracted physician groups; and lead the development of a multi-year growth plan that positions the CDO for scalable market expansion.
  2. Drive AEP readiness and enrollment execution across all four markets. Own AEP planning and promotional execution for the CDO - coordinating with Provider Contracting, CDO market leadership, and directly contracted physician groups to ensure the CDO is operationally prepared to maximize enrollment during the annual enrollment period and open enrollment windows, with clear accountability for enrollment outcomes by market.
  3. Partner with Provider Contracting, Market Leadership, and directly contracted physician groups to execute growth initiatives. Serve as the CDO's primary growth coordination point - partnering with Provider Contracting, CDO market leadership, and directly contracted physician groups to align on enrollment goals, activation strategies, and joint execution plans that drive membership growth and attribution through the physician channel.
  4. Monitor market growth opportunities, enrollment trends, and membership expansion strategies. Continuously analyze market-level enrollment trends, competitive positioning, physician practice dynamics, and membership expansion opportunities across Nevada, Texas, Arizona, and North Carolina - translating intelligence into adjustments to the CDO growth strategy that maintain competitive differentiation and capture available market share.
  5. Track growth analytics and measure ROI across all programs and markets. Develop and maintain the CDO's growth analytics framework - tracking enrollment outcomes, attribution rates, membership trends, campaign performance, and ROI by market and program - and use that data to optimize resource allocation, prioritize initiatives, and report results to CDO leadership on a defined cadence.
  6. Manage the CDO growth budget and optimize investment decisions. Develop and oversee the CDO growth budget - allocating resources across markets, physician group activation programs, and AEP campaigns in alignment with CDO enrollment targets; tracking spend against enrollment and membership outcomes; and continuously reallocating investment toward the highest-performing channels and activities.
  7. Build, lead, and develop the CDO Strategic Growth team. Directly manage the CDO growth team - setting clear performance expectations, building individual capabilities through coaching and development planning, and maintaining a team culture that is accountable, results-oriented, and capable of executing growth plans simultaneously across Nevada, Texas, Arizona, and North Carolina. Other duties and projects not listed above.
Supervisory Responsibilities

This role carries full people management authority over the CDO Strategic Growth team. Directly supervises marketing and growth staff; responsible for all supervisory functions including recruiting, onboarding, coaching, performance management, and retention. Supervisory Requirements: Fulfill supervisory responsibilities in accordance with organization policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Job Requirements
Experience
  • Required: Minimum 10 years of progressively responsible growth, marketing, or business development experience - with a demonstrated track record of driving measurable membership, enrollment, or market share growth in managed care or Medicare Advantage
  • Significant experience working directly with health plans, CDOs, or physician groups in a Medicare Advantage environment, with direct accountability for enrollment or attribution outcomes
  • Demonstrated experience developing and executing annual and multi-year growth plans with measurable membership and enrollment results
  • Experience coordinating AEP readiness and promotional execution across multiple markets in partnership with contracting and market leadership teams
  • Proven ability to build and manage growth analytics frameworks, track ROI, and optimize investment decisions based on enrollment and attribution performance data
  • Experience analyzing market-level enrollment trends, competitive dynamics, and membership expansion opportunities to inform growth strategy
  • Preferred: Prior experience at the Director or Sr. Director level in a Medicare Advantage health plan, CDO, or IPA growth or marketing function with direct accountability for enrollment outcomes; Background in value-based care growth strategy, physician group engagement, or market expansion in a multi-market managed care environment; Experience integrating physician practice-level data into enrollment and attribution growth strategies.
Education
  • Required: Bachelor's degree in Marketing, Communications, Business Administration, or a related field; equivalent combination of professional experience and education will be considered
  • Preferred: Master's degree in Marketing, Business Administration, Healthcare Administration, or a related field
Training
  • Required: Demonstrated working knowledge of Medicare Advantage marketing regulations, AEP requirements, and CMS marketing guidelines as they apply to provider and broker-facing communications
  • Preferred: Formal training in multi-channel marketing strategy, healthcare marketing compliance, or digital marketing analytics

  • Growth Analytics & ROI Management (Specialized Skill - Analysis): Ability to build and maintain a growth analytics framework that tracks enrollment outcomes, attribution rates, membership trends, and campaign ROI - and to use data to drive program optimization, budget reallocation, and leadership reporting.

Pay Range: $149,882.00 - $224,823.00 Pay range may be based on a number of factors including market location, education, responsibilities, experience, etc.
