Salary Range:

$160,000 - $180,000 -

Job Description:

Seeking an experienced Sr. Data Scientist & Data Visualization SME with expertise in data collection, Sharepoint Site Management, and Common Operational Picture (COP) development and maintenance. This individual will support operations, data aggregation, and Common Operational Picture (COP) maintenance in a SharePoint and/or Teams channel environment on both SIPR & NIPR networks. Constructing & managing a SharePoint-based Common Operational Picture (COP) (NIPR & SIPR) as a centralized, web-based dashboard that provides teams with real-time situational awareness. It will function as the single source of truth, synthesizing disparate data streams into actionable, visual formats so organizations can quickly coordinate resources and make informed decisions. Implementation will leverage Microsoft SharePoint to integrate several core components:

Key Components
  • Central Hub Site: A dedicated landing page acting as the main dashboard for all operational activities.
  • Live Dashboards: Native Power BI web parts embedded directly into SharePoint pages to visualize real-time KPIs, incident logs, and resource statuses.
  • Interactive Maps: Integration with Power Apps or Geographic Information Systems (GIS) to plot asset locations and event heatmaps.
  • Document Libraries: Shared repositories for standard operating procedures (SOPs), incident action plans (IAPs), and compliance forms.
  • Communication Feeds: Automated Viva Engage or chat streams for immediate team alerts and incident updates.
Core Features & Functionalities
  • Real-Time Data Aggregation: SharePoint lists act as backend databases, automatically updating whenever field teams submit mobile forms (e.g., status updates, supply requests, or safety incidents).
  • Role-Based Permissions: The site restricts or grants access to certain operational data (e.g., sensitive command-level intelligence vs. public team announcements) based on user roles and Active Directory groups.
  • Automated Alerts: Utilizes Power Automate to trigger instant notifications (via email or Microsoft Teams) to key personnel whenever a critical threshold is crossed or a new incident is logged.
  • Automated Reporting: Scheduled workflows automatically compile updates into formatted reports (such as daily operational logs), saving administrators from manual data entry.
Key Responsibilities:
  • - Maintain advanced operating knowledge of SharePoint and TEAMS functionality to maximize platform capabilities and optimize data collaboration across networks.
  • Maintain a working knowledge of and active access to the Maven Smart System (MSS) to support mission-specific data integration and situational awareness.
  • Serve as the primary lead for consolidating GPN information into a COP hosted on SIPR and NIPR SharePoint and TEAMS.
  • Maintain a centralized COP portal (SIPR and NIPR) SharePoint or TEAMS channels that include command-specific data upload areas.
  • Provide analytical support to track inventories, costs, and capacities across Classes of Supply I, II/VII, IIP, IV, VII and IX by using disparate and aggregated data.
  • Provide administrative support, including reviewing, drafting, and responding to Department of Navy (DoN) Enterprise Task Management Software Solution (ETMS2) on Secret Internet Protocol Router Network (SIPRNet) and Non-Classified Internet Protocol Router Network, (NIPRNet), Automated Message Handling System (AMHS) Messages, Information, Position and Decision Papers, PowerPoint Briefs or other documents as required at the Unclassified and Classified levels.
Minimum Qualifications:
  • Minimum of 15 years of experience with U.S. Marine Corps Logistics
  • Possess current knowledge on Marine Corps prepositioning initiatives
  • Have knowledge and experience in working with ground systems stakeholders within HQMC CD&I, I&L, PEO-LS, MARCORSYSCOM, and TECOM.
  • Have knowledge and experience working with analytical tools such as: Power BI, Copilot, DoD AI tools (i.e. Maven Smart System, GenAI), and Excel macros.
  • Have a working knowledge of the Global Positioning Network (GPN), current prepositioning operations, War Reserve programs, and Classes of Supply tracking.
  • Proficient in SharePoint and Microsoft Suite: Word, Excel, Teams, and PowerPoint
  • Proficient in data management, data aggregation, site architecture, and administration of Microsoft TEAMS and Sharepoint on SIPR & NIPR networks to develop, optimize, and manage centralized Common Operational Picture (COP) portals.
Desired Qualifications:
  • Bachelor's degree in business, operations research, Data Analytics, or a similar field.
