We are looking for a proactive, independent, and experienced Sr Cost Engineer/Estimator with experience in complex, multi-phase, multi-million-dollar infrastructure construction projects.
The successful candidate will have proven cost engineering experience with complex, multi-phase, multi-million dollar construction projects. The general job duties include:
- Prepares detailed computer-generated cost estimates for infrastructure projects, reports, charts, and diagrams.
- Provides analysis and review of cost/budget expenditure and maintains cost control reports.
- Promptly reports anticipated cost overages or other unsatisfactory cost elements.
- Maintains liaison with Data Processing in developing support for network calculations, printouts, and cost reports, and other cost-related services.
Key Responsibilities:
- Prepare independent cost estimates to support projects during planning, design, and construction.
- Prepare and/or review final engineer’s estimates.
- Develop detailed and independent cost estimates from conceptual information and/or engineering drawings.
- Prepare detailed estimates with high accuracy, including labor hours, material costs, and equipment costs.
- Reconcile independent cost estimates with those prepared by third parties and communicate results.
- Analyze bids from vendors, contractors, and subcontractors and align with estimates.
- Identify factors influencing the cost of work and necessary field equipment.
- Present estimates to management and stakeholders.
- Lead negotiations with contractors and subcontractors.
- Prepare material take-offs and breakdowns of estimate components.
- Evaluate historical cost data for future estimates.
- Review contract documents and modifications for scope and cost adjustments.
- Support project team with cost estimates as needed.
Assist and/or lead in Change Order negotiations:
- Review and negotiate contractor change order claims.
- Conduct weekly estimate review meetings and document outcomes.
- Ensure scope and pricing are fair and accurate.
- Familiarize with contractual obligations and technical aspects of construction work.
- Review quantities, material pricing, and contractor mark-ups.
- Document negotiations and provide independent estimates.
Professional Experience and Qualifications:
- Minimum of 15 years in general estimating for engineering and construction projects.
- Experience managing a team of estimators.
- Proven experience with complex estimate reconciliations and change order negotiations.
- Ability to obtain independent estimates from vendors/contractors and negotiate effectively.
- Thorough knowledge of construction processes and industry practices.
- Results-oriented, self-starter attitude.
- Strong communication skills.
- Ability to collaborate across departments and manage multiple projects.
- Attention to detail and organizational skills.

Education and Training:
- Bachelor’s degree in Engineering, Construction Management, or related field.
- Relevant certifications such as PMP, PE, and cost engineer certifications like CCE, CCP.
