Job Summary:

1. Assist in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports.
2. Assist in preparing cost data for projects, proposals, and contract negotiations.
3. Manage scope changes effectively.
4. Define scope requirements for a discipline or specialty, coordinating with Engineering and other teams to produce data conforming to the overall estimate plan.
5. Develop quantity takeoffs for a discipline or specialty using defined documents or scope assumptions, and verify quantities provided by others.
6. Develop and apply unit rates (cost and job hours) to quantity takeoffs and other developed quantities within a discipline or specialty.
7. Prepare specific budgets following prescribed standards and procedures.
8. Coordinate and prepare cost reports.
9. Collect, classify, and analyze cost engineering data.
10. Perform data analysis and development.
11. Perform any other duties as directed by the Project Manager/Supervisor/Manager.
12. Candidate must be a US Citizen.
13. Possess knowledge of capital and service costs.
14. Understand scope change management.
15. Have intermediate knowledge of engineering, procurement, contracts, construction, and startup processes.
16. Be proficient in using multiple discipline-specific software applications.
17. Demonstrate skill in identifying, analyzing, and providing innovative solutions to cost problems.
18. Have knowledge of financial reporting systems, controller account codes, and an understanding of Controller instructions impacting Project Controls, including Financial Status Reports and Earned Revenue Data.
19. Hold a Bachelor's degree in engineering, Construction Management, or a related field, with 7-10 years of relevant industry experience.
20. Be adept in using basic software applications such as Excel, Word, and PowerPoint.
21. Possess strong oral and written communication skills.
22. Exhibit leadership, organizational skills, and effective communication.
23. Cost engineering/project management certification is preferred; if not currently certified, eligibility to attain certification within one year is required.
24. Be willing to travel occasionally to Wiesbaden, Germany, as needed.

Physical Requirements and Work Conditions:

1. Work is typically performed in a remote, office environment.
2. Prolonged sitting and standing are involved.
3. Work may involve walking and climbing on construction sites.
4. Occasional travel to Wiesbaden, Germany, is required.
