Job summary

Matrix Systems and Technologies Incorporated (MSTi) is seeking a Senior Business Analyst to support a major technology modernization initiative for a government client in Towson, Maryland. The role focuses on analyzing, improving, and implementing enterprise technology solutions, beginning with replacing a Jail Management System (JMS).

Qualifications

• Bachelor's degree required in Business, Computer Science, IT, or closely related field.
• Minimum of five (5) years of experience in systems analysis, business process analysis, change management, project management, program analysis, or related field.
• Experience supporting public safety system implementations and post-production environments as a primary technical resource.
• Strong understanding of SDLC, implementation methodologies, and requirements management.
• Experience developing BRDs, functional specs, system design docs, test plans, and scripts.
• Ability to collaborate with technical teams, vendors, and stakeholders.

Responsibilities

• Analyze and document business processes, workflows, system requirements, and operational needs.
• Review and refine requirements for a new Jail Management System implementation.
• Collaborate with stakeholders, SMEs, PMs, developers, and vendors.
• Develop detailed functional and non-functional requirements and technical specs.
• Evaluate systems and identify automation and process improvement opportunities.
• Support system design, development, implementation, and integration activities.
• Create test plans, cases, and scripts for unit, system, and UAT testing.
• Facilitate UAT and help resolve defects.
• Develop data flow analyses, process diagrams, roadmaps, and requirement docs.

Position Overview

Matrix Systems and Technologies Incorporated (MSTi) is seeking a highly qualified Senior Business Analyst to support a major technology modernization initiative for a government client in Towson, Maryland.

The selected candidate will play a critical role in analyzing, improving, and implementing enterprise technology solutions, with an initial focus on the replacement of a Jail Management System (JMS).

The ideal candidate will have extensive experience in business process analysis, requirements management, systems integration, and large-scale technology implementations. Candidates with demonstrated experience supporting public safety systems, correctional systems, or government technology initiatives are strongly encouraged to apply.

Key Responsibilities

• Analyze and document business processes, workflows, system requirements, and operational needs.
• Review, validate, and refine existing business requirements for the implementation of a new Jail Management System.
• Collaborate with business stakeholders, subject matter experts (SMEs), project managers, developers, and technology vendors.
• Develop detailed functional and non-functional system requirements and technical specifications.
• Evaluate existing systems and recommend technology improvements, automation opportunities, and process enhancements.
• Support system design, development, implementation, and integration activities.
• Work with vendors and development teams to develop and evaluate system prototypes.
• Create detailed test plans, test cases, and scripts for unit testing, system testing, and user acceptance testing (UAT).
• Facilitate UAT activities and assist with identifying, documenting, and resolving system defects.
• Analyze existing data flows, business operations, and system interfaces to support new technology implementations.
• Develop technical documentation, process diagrams, implementation roadmaps, and requirements documentation.
• Support internal and external system integrations, including design, testing, and troubleshooting.
• Gather and document requirements for system modifications, enhancements, and break/fix requests.
• Provide technical and functional guidance to stakeholders throughout the project lifecycle.
• Develop reporting metrics related to system performance, operational efficiency, and process improvements.
• Assist with end-user training and knowledge transfer.
• Ensure confidentiality and security of sensitive business and operational information.

Required Qualifications

• Bachelor's degree from an accredited college or university in Business, Computer Science, Information Technology, or a closely related field.
• Minimum of five (5) years of experience in systems analysis, business process analysis, change management, project management, program analysis, or a closely related field.
• Demonstrated experience supporting public safety system implementations and post-production environments as a primary technical resource.
• Strong understanding of the software development lifecycle (SDLC), system implementation methodologies, and business requirements management.
• Experience developing business requirements documents, functional specifications, system design documents, test plans, and testing scripts.
• Experience analyzing business processes and identifying opportunities for automation and operational improvement.
• Experience supporting enterprise software implementations and system integrations.
• Strong analytical, troubleshooting, and problem-solving skills.
• Excellent written and verbal communication skills.
• Ability to collaborate effectively with technical teams, vendors, business users, and executive stakeholders.
• Ability to develop clear, accurate, and comprehensive technical documentation.
• Ability to manage multiple priorities and work effectively in a collaborative team environment.
• Ability to maintain confidentiality when working with sensitive or proprietary information.

Preferred Qualifications

• Five (5) or more years of experience supporting public safety technology projects.
• Previous experience working with local, state, or federal government agencies.
• Experience with Jail Management Systems, correctional management applications, or related public safety technologies.
• Experience supporting large-scale enterprise system modernization or replacement projects.
• Experience coordinating vendor-led software implementations and system integrations.

• Must successfully complete a background check due to the confidential nature of the assignment.
• Must comply with applicable client security policies and procedures.
• Must display a County-issued security badge while working at County facilities.
