Sr. Data Validation Analyst

Salary Range: $57,346.00 - $86,019.00

This is an exempt (salaried) position. Please note: pay rates are based on education, skill, experience level and internal equity. Position Summary

Performs advanced data quality, validation, and analyticalwork to support assessment data used for statutory reporting, budgeting, andrevenue purposes. Uses independent judgment and technical expertise to identifycomplex data issues and trends across multiple systems. Serves as a subjectmatter expert, provides guidance to analysts, and may lead specializedfunctions or initiatives ( e.g., appeals, document management, propertyappraisal). Work requires minimal supervision and a high level of accuracy,problem‑solving,and collaboration.

Essential Functions
  • Performsadvanced data quality, validation, and analytical review of property taxappeal data across assigned systems and workflows.
  • Receives,reviews, and processes property tax appeals to ensure information isaccurate, complete, and processed in accordance with establisheddeadlines, procedures, and statutory requirements.
  • Reviewsappeal submissions and supporting documentation for completeness andaccuracy and identifies discrepancies requiring correction or additionalinformation.
    Maintainsand updates appeal records, statuses, documentation, and relatedinformation within the County’s appeal and document management systems.
  • Supportsthe Board of Equalization and Review (BER) hearing process, includingpreparation and organization of appeal documentation, hearing materials,notices, and electronic records.
  • Assistswith the scheduling, tracking, and monitoring of appeals to ensure appealsmove through the process timely and accurately.
  • Reviewsappeal-related data and reports to identify trends, discrepancies,processing issues, and potential quality-control concerns.
  • Conductsresearch and analyzes appeal information across multiple systems toresolve discrepancies and determine appropriate action within establishedguidelines.
  • Servesas a technical resource to staff regarding appeal procedures, systems,documentation requirements, and established workflows.
  • Assistswith the preparation, review, and validation of appeal-related reports,statistics, production numbers, and operational data for management andother stakeholders.
  • Participatesin system testing, validation, and implementation of enhancements toappeal, assessment, and document management systems.
  • Identifiesopportunities to improve appeal workflows, reduce errors, increaseefficiency, and improve the quality and accessibility of appeal-relatedinformation.
  • Provideassistance and information to taxpayers, tax representatives, Countystaff, and other stakeholders regarding the appeal process and relatedrequirements.
  • Documentsfindings, procedures, process changes, and corrective actions inaccordance with departmental standards.
  • Assistsupervisors and management with complex appeal issues, research,reporting, and data analysis as needed.
  • Leadsor supports specialized assignments and initiatives related to appeals,BER operations, data validation, document management, and processimprovement.
  • Performs related duties as assigned
Minimum Qualifications
  • Experience:
    Minimum of four years of quality control or data analytics/validation
  • Education:
    Bachelor's degree in Business Administration, Public Administration or a related field

Licenses and Certifications
  • May require a valid North Carolina or South Carolina Driver's License
  • May require an Annual Motor Vehicle Record (MVR) check required
  • May require professional certifications such as CRPA and/ or CPPA
Preferred Qualifications
  • Experience working with assessment, regulatory, or revenue-related data.
  • Advanced proficiency with spreadsheet or data analysis tools.
  • Professional certification(s) relevant to data, analytics, or assessment functions.
