Responsibilities

  • Develop and maintain a technical baseline that meets customer Technical Performance Measures and KPIs.

The Naval Radar Systems Team is looking for a SPY-6(V)4 Backfit Chief Engineer (CE). The SPY-6(V)4 radar system is a variant of the Navy’s next generation SPY-6 radar that is a key sensor on the FLT IIA ships (US Navy's Arleigh Burke-class destroyer). This (V)4 variant is part of the SPY-6 Family of Radars (FoRs) being produced by Raytheon on the SPY-6 Hardware Production & Sustainment contract.

Raytheon is responsible for the SPY-6 Design Agent contract to adapt the configuration of the SPY-6(V)4 system to the specific FLT IIA platform requirements and integrate the radar with the Aegis BL10 combat system. The SPY-6(V)4 Backfit Chief Engineer (CE) owns the design, development, and execution of the technical baseline for this variant, overseeing all technical aspects, and is accountable to the SPY-6(V)1/4 Program Manager and SPY-6 CE. Integration of the (V)4 radar on the FLT IIA platform is critical to help ensure readiness of the US Navy to counter advanced threats in challenging contested environments.

The CE serves as the main program interface with the customer relative to technical issues and represents the point of view of the customer and sees that it is properly represented throughout the program.

This position is 100% onsite in Marlborough, MA or Tewksbury, MA and will require the ability to travel to other RTX and customer locations across the country.

What You Will Do
  • Develop and maintain a technical baseline that meets all customer Technical Performance Measures and Key Performance Parameters.
  • Manage the technical baseline to maximize hardware and software reuse across the SPY-6 FoR programs to minimize cost and schedule impacts to development and production.
  • Manage the System Level Requirements documents (SRD, A-Spec) to both the internal SPY-6 Program Office and the external Navy Customer.
  • Review and approve all program CDRLs and Technical Data Package updates and changes in the Product Data Management system before being released to the customer.
  • Accountable for the planning, organization, and administration of technical reviews, day-to-day engineering execution, adjudication of technical decisions, and technical baseline control.
  • Support Integration and Test activities, ensuring all hardware and software baselines are developed, installed and tested prior to all live test events.
  • Address any radar performance issues and/or requirement shortfalls identified during integration and testing.
  • Work closely with the business development organization to ensure the technical baselines for all new pursuits maximize hardware and software reuse. This will enable RTX to propose the most competitive offerings for new customers.
  • Communicate and brief the development, execution and maintenance of the technical baseline across all engineering senior leadership disciplines, at the director level and above.
  • Interface with and influence the SPY-6 Program Office, the Naval Radar Systems CE, and the Naval Radar Systems Director.
  • Work with and influence Business Development on successfully positioning the technical baseline offerings for all international customers; drive bid assumptions & strategy, investment requirements & assumptions, and frame technical risks.
  • Solve problems that affect all engineering directorates and disciplines.
  • Provide technical oversight/guidance/coaching to the hardware, software, systems and test engineers to maintain a compliant and producible radar design.
Qualifications You Must Have
  • Typically requires a Bachelor's Degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of twelve (12) years of relevant experience unless prohibited by local laws/regulations.
  • Experience with Radio Frequency (RF) and radar systems.
  • Experience balancing technical, cost, and schedule priorities on programmatically impactful tasks/issues and pursuits.
  • Experience leading a multi-disciplined, technical team with the ability to develop, empower, motivate and monitor the team.
  • Experience interfacing with internal and external customers and lead technical solutions to complex user requirements.
  • Active and transferable Secret U.S. government-issued security clearance is required before the start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
  • Experience with and in-depth knowledge of the SPY-6 Family of Radars hardware and software products.
  • Prior experience with Navy Customer.
  • Subject Matter Expert in RF systems; experience with the design of phased array antennas, digital receiver/exciters, high power systems, backend processing systems, advanced digital waveforms, digital beamforming, advanced signal processing and electronic protection methods.
  • Experience with generation of system specifications and the allocation of that budget to hardware subsystems and component levels, as well as the development and maintenance of SW level requirements.
  • Experience with Naval combat systems and specifically the Aegis BL10 combat system.
  • Extensive experience in the assessment and maintenance of program Technical Performance Measures.
  • Excellent communication, technical writing, oral presentation, and interpersonal skills.
  • An advanced degree in Science, Technology, Engineering or Mathematics (STEM).

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
