ABOUT GOVACT

Governors Action Alliance (GovAct) is a nonpartisan nonprofit organization that unites Governors to champion fundamental freedoms and improve people’s lives. GovAct serves as a central platform for collaboration across Governors’ Offices—incubating, launching, and running alliances of Governors. These alliances share cutting-edge policy and legal approaches to some of the most challenging and critical issues we face, including reproductive freedom, democracy, public health and safety, immigration, and water. Currently, GovAct supports the Reproductive Freedom Alliance, Governors Safeguarding Democracy, the Governors Public Health Alliance, and other Governor-led initiatives and collaborations. More information about GovAct can be found at www.GovActAlliance.org.

ABOUT REPRODUCTIVE FREEDOM ALLIANCE

The Reproductive Freedom Alliance (RFA) is nonpartisan, nonprofit coalition of Governors working together to strengthen and protect reproductive freedom across the United States. RFA fosters cross-state learning and coordination to help governor’s offices strategize, collaborate, and bring solutions to scale. Among other initiatives, RFA supports governors in:

  • Safeguarding access to abortion care;
  • Protecting patients, providers, and helpers;
  • Expanding contraceptive coverage and access; and
  • Making reproductive health care access more affordable, accessible, and equitable.

RFA is supported by the Governors Action Alliance (GovAct). More information about RFA can be found at www.reprofreedomalliance.org.

THE OPPORTUNITY

The Spring Legal Intern will join a collaborative team working to protect reproductive freedom and expand access to reproductive health care across states. Working with the RFA Policy Director and Senior Policy Associate, the intern will support legal research, legislative tracking, statutory and regulatory analysis, and other responsibilities as assigned. The role offers a law student the chance to build legal research and writing skills while seeing how legal analysis shapes practical policy solutions, and to help turn complex legal developments into useful resources for the team and Governors’ Offices.

KEY RESPONSIBILITIES

As part of our team, you’ll put your legal skills into practice and build experience at the intersection of law and public policy. Working closely with the RFA Policy Director and Senior Policy Associate, you’ll contribute to projects that help strengthen protections and expand access to reproductive health care for millions of people. Your responsibilities will include:

  • Conduct legal and policy research: Research and analyze state and federal statutes, regulations, and agency guidance related to reproductive health policy.
  • Monitor legislative and regulatory developments: Track proposed legislation, rulemaking, and executive actions; summarize key provisions, implementation timelines, and potential implications for state reproductive health policy.
  • Track pending litigation: Monitor relevant cases, review filings and court decisions, and prepare concise updates on legal questions, case status, and potential implications for reproductive health care access.
  • Draft legal and policy materials: Assist with preparation of research memoranda, policy briefs, backgrounders, and other materials that translate complex legal issues into accessible information for RFA staff and governors’ offices.
  • Support cross-state policy analysis: Compare approaches across states, organize research findings and source materials, and help identify policy options and implementation considerations on a variety of reproductive health issues.
  • Contribute to meetings and briefings: Assist with background research, briefing materials, and meeting summaries to support cross-state learning; help document follow-up questions and research needs.
QUALIFICATIONS

We recognize that no candidate will have every qualification listed below. We encourage applications from those who bring a strong combination of the following:

  • At least one year of law school, and a current law student (required).
  • Experience in policy or politics a plus, interest in public policy analysis and advocacy skills specific to public policy, public health, and/or reproductive health required.
  • Experience reviewing statutes and regulations.
  • Strong commitment to reproductive freedom.
  • Excellent communication skills – both oral and written.
  • Demonstrated ability to meet deadlines and strong attention to detail.
  • Ability to work in a fast-paced, remote environment.
  • Ability to work independently.
  • Ability to handle confidential matters and sensitive situations with good judgment and demonstrated poise, tact, and diplomacy.
  • Inquisitive, intuitive, and self-motivated.
COMPENSATION AND TERM
  • Fully remote, U.S.-based contract position.
  • Opportunity for hybrid workspace available in Washington, D.C. or SF Bay Area.
  • 12-14 weeks over the Spring semester (starting in January).
  • Paid stipend at $25/hour, approximately 10-12 hours/week ($4,000 max stipend).
  • This position may also be completed for academic credit as part of the contractor's school program.
