Part Time Professional Oxon Hill, MD, US

The administrator manages the daily administrative work of the Town’s speed camera enforcement program and oversees its contractor relationship. The role supports lawful, accurate citation processing, responsive public communication, complete records, and reliable financial and statutory reporting. The administrator coordinates with police personnel, the Town Administrator, Treasurer, vendors, courts, and other agencies while preserving the independent review required for contested citations.

  • Oversee the speed monitoring system contractor’s performance, deliverables, service issues, invoices, and compliance with the Town’s contract and Maryland Transportation Article § 21-809. Track potential erroneous violations and elevate contractual remedies when applicable. The administrator must remain independent of the contractor.
  • Coordinate citation workflows with authorized police personnel or properly trained technicians. Check that required images, location and time data, notices, and mailing deadlines are documented; route possible errors for correction before issuance. Do not personally certify a violation unless separately authorized and trained under law.
  • Maintain an organized inventory of approved camera locations, required signs and public notices, permitted operating hours, warning periods for new locations, operator training certificates and daily setup logs, annual independent calibration certificates, and any other records needed to demonstrate compliance.
  • Receive and track public questions, correspondence, and requests for citation review. Provide timely program information and written responses within assigned authority; send review requests to the Town’s separately designated local reviewer, preserve the reviewer’s independence, and implement documented dispositions.
  • Coordinate hearing and court records with the District Court and authorized Town personnel, including citation files, images, logs, calibration documentation, and vendor records. Protect evidence and follow applicable procedures for access, retention, and disposal of recorded images and associated data.
  • Reconcile citation counts, payments, refunds, contractor charges, expenditures, and net revenue with the Treasurer and vendor. Prepare regular management summaries and the Town’s annual speed monitoring system data submission to the Maryland Police Training and Standards Commission by the statutory deadline.
  • Identify compliance gaps or public safety trends, recommend corrective action to the Chief, and coordinate with the Town Administrator and other agencies on lawful program changes. Complete required program administrator training at the next available offering upon designation and at least every two years thereafter.
  • High school diploma or equivalent and experience in administrative operations, records, contracts, finance, law enforcement support, or a comparable field. Experience with traffic safety or automated enforcement is preferred.
  • Ability to manage confidential records and deadlines, reconcile data, communicate clearly with the public, use office and case management systems, and apply written rules consistently.
  • Ability to complete Maryland’s program administrator training and any Town required background review. A sworn police certification is not required for this administrative position.
