Job summary

McBride International in Norfolk, VA is seeking a Program Manager to support the NATO Space Capability Program (CPP). You will coordinate across HQ SACT, SHAPE, STC, NCIA, NSPA, and partner nations to deliver and synchronize program artifacts and roadmaps.

The role requires 5+ years in NATO capability development or defense PM, knowledge of NATO Space policy and PMT processes, and experience with C2 systems. Travel up to 30 days/year; IBM Rational DOORS is a plus.

Qualifications

  • 5+ years’ experience within NATO capability development, program management, or defense acquisition.
  • Knowledge of NATO Space policy, CPP governance and PMT processes.
  • 3+ years in C2 systems knowledge within the last 10 years in either military or civilian roles.
  • 3+ years in Capability Development and Management in the C2 area, including multinational programs.
  • Program and project management experience in complex, dynamic environments.
  • Experience with configuration management methods and architecture analysis.

Responsibilities

  • Support the NATO Space Capability Program delivery, synchronization, and implementation across all tranches and projects.
  • Coordinate program execution between HQ SACT, SHAPE, AIRCOM Space Theatre Component, NCIA, NSPA, nations and partners.
  • Develop and implement program artifacts including proposals, implementation plans, reviews, risk registers, dashboards, and roadmaps.
  • Synchronize OSS, SDA and SDC capabilities and dependencies.
  • Contribute to governance activities, PMT meetings, and senior leader engagements.
  • Identify and mitigate program risks, interdependencies, and critical paths.
  • Support experimentation, wargaming, and demonstrations such as Arctic Sentry and Cosmic Sentinel.
  • Engage with industry and NATO actors to support Space Strategy implementation.
  • Produce reports, briefings, and leadership recommendations.
  • Travel up to 30 days per year to meetings and conferences.

Responsibilities
  • Support the ACT Space Branch PMT in the delivery, synchronization, andimplementation of the NATO Space Capability Program (CPP) across all tranchesand associated projects.
  • Coordinate program execution activities between HQ SACT, SHAPE, AIRCOMSpace Theatre Component (STC), NCIA, NSPA, nations and commercial partners.
  • Support the development, refinement, and implementation of program artifacts,including project proposals, implementation plans, program reviews, risk registers,dashboards, and capability roadmaps.
  • Support the synchronization of Operational Space Support (OSS), Space DomainAwareness (SDA) and Space Domain Coordination (SDC) capabilities and associateddependencies.
  • Contribute to program governance activities, PMT meetings, Bi-SC coordinationmechanisms, and senior leader engagements.
  • Support the identification, analysis and mitigation of program risks,interdependencies, and critical paths across all space projects.
  • Support experimentation, wargaming, operational demonstrations and exercises,including Arctic Sentry, Cosmic Sentinel, and/or related activities.
  • Coordinate with NCIA architects PMT SMEs, and national experts to maintainprogram coherence and support architecture development and analysis ofalternatives.
  • Support engagement with industry and commercial space actors in support of NATOCommercial Space Strategy implementation.
  • Produce reports, briefings, and recommendations for ACT Space Branch leadership.
  • Directly supports the Branch Head CR and will be required to travel to meetings and conferences both within and outside NATO’s boundaries for up to 30 days per year.
  • Performs additional tasks as required by the COTR related to the LABOR category.
Requirements
Essential Qualifications
  • A University/ Bachelor’s degree in Science.
  • Minimum 5 years’ experience within NATO capability development, programmanagement, or defense acquisition.
  • Demonstrated knowledge of NATO Space policy, CPP governance and PMTprocesses.
  • Demonstrate a minimum of 3 years operational knowledge of C2 systems within thelast 10 years either as a military officer or as a civilian.
  • Demonstrate a minimum of 3 years in the last 10 years a sound knowledge ofCapability Development and Management processes in the C2 area. Experience supporting multinational programs and senior-level governance bodies.
  • Program and Project Management experience in the past 10 years within acomplex and dynamic program environment.
  • Working knowledge of Configuration Management methods and practices Working knowledge of Capability Architectures.
  • Experience with IBM Rational DOORS or equivalent (provide certificates).
