Senior Enterprise Architect to Infrastructure Program

Client: Allied Command Transformation (ACT) is NATO’s leading agent for change: driving, facilitating, and advocating the continuous improvement of Alliance capabilities to maintain and enhance the military relevance and effectiveness of the Alliance. The main objectives of ACT are: providing appropriate support to NATO missions and operations; leading NATO military transformation; improving relationships, interaction and practical cooperation with partners, nations and international organizations. ACT therefore leads Alliance concept development, capability development, training and lessons learned initiatives and provides unfettered military support to policy development within NATO.

Background: The Senior Enterprise Architect will support ACT’s Infrastructure Programme by developing and maintaining enterprise, capability, and solution-level architectures to ensure NATO’s physical infrastructure programs are integrated, consistent, and aligned with operational requirements. The work requires applying the NATO Architecture Framework (NAF) to model infrastructure capabilities such as air basing, maritime facilities, land facilities, ammunition storage, fuel facilities, pipelines, and command structure buildings. The role will ensure a singular, logical view of infrastructure ontology that supports Regional Plans and provides program directors with actionable insights. Responsibilities include analyzing existing architectures, identifying gaps and overlaps, capturing and tracing capability requirements, and supporting portfolio and program planning activities. The Senior Enterprise Architect will also facilitate workshops, produce architectural artefacts, support governance and coordination, and ensure lessons learned are incorporated into ongoing NATO capability development efforts.

Tasking:

  • Perform analysis of existing NATO infrastructure capability architectures and their modelling at enterprise, capability, and solution level, including identification of gaps, overlaps, and dependencies among capabilities and related programmes.
  • Facilitate a singular view of infrastructure ontology in accordance with NATO Architecture Framework (NAF), ensuring integration of operational plans and infrastructure programs.
  • Perform modelling, architecture, and design activities of new and enhanced capabilities down to infrastructure solution level.
  • Produce relevant NAF perspectives in support of capability design, requirement definition, enterprise management, and portfolio management.
  • Support the elicitation, capture, development, analysis, evaluation, and traceability of capability requirements and dependencies from other capabilities and/or regulatory requirements.
  • Support the elicitation, capture, development, analysis, evaluation, and traceability of higher- and lower-level requirements (e.g., capability targets, operational requirements, interoperability requirements).
  • Support P3M planning activities to ensure that dependencies between architecture and plan elements are understood and accounted for.
  • Maintain architectural artefacts in their repositories, ensuring version and configuration control.
  • Support the development, analysis, and review of concepts of operation, courses of action, and alternatives.
  • Coordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve capability development issues.
  • Organize and participate in workshops, seminars, conferences, and meetings in support of these activities.
  • Identify lessons and contribute to organizational learning.
  • Support the coordination of architecture-related products with management and governance.
  • Support the branch and travel to meetings and conferences both within and outside NATO’s boundaries (up to 30 days per year).
  • Perform additional tasks as required by the COTR related to the labor category.

Mandatory Qualifications:

  • At least five (5) years in the last ten (10) of demonstrable experience with hands-on development of business, application, and technology architectures using professional modelling tools (e.g., Sparx, ARIS, BizzDesign), in accordance with TOGAF or comparable frameworks (e.g., Zachman, DoDAF, UAF).
  • One or more certifications in recognized Enterprise Architecture methodologies/frameworks (TOGAF, Zachman, DoDAF, UAF) with proficiency in ArchiMate notation.
  • Demonstrated ability to present complex architectures in an understandable way to non-technical audiences, from end users to senior decision-makers.
  • Demonstrable recent experience (last 10 years) working on programmes with significant focus on physical infrastructure and facilities (e.g., airports, fuel supply infrastructure, transport hubs).

Education and Clearance

  • University degree in Computer Science, Engineering, or related field (or equivalent professional experience).
