Job summary

Ohio Department of Public Safety is seeking a Sourcing Analyst in the Director's Office/Fiscal Services (Procurement Services) in Columbus, OH. The role involves soliciting proposals, processing requisitions, and ensuring compliance with state and federal procurement laws.

This position supports MBEs/EDGE initiatives, analyzes contracts, and coordinates purchases of goods and services across agencies. Strong attention to detail and collaborative problem solving are essential.

Qualifications

• 18 months' experience in purchasing, procurement, sourcing.
• Associate core program in public or business administration, purchasing/procurement, materials management, contracting, logistics or related field.
• 6 months' experience as Sourcing Associate or equivalent minimum qualifications.

Responsibilities

• Solicit and evaluate proposals, make recommendations and monitor supplier performance for routine requirements.
• Process agency purchase requisitions and ensure MBEs and EDGE vendor utilization.
• Review and analyze contracts for compliance and negotiate changes.
• Prepare specifications for development of contracts for goods and services and coordinate procurement.
• Provide technical assistance to agencies and divisions with contract negotiations and regulatory compliance.

What You'll Do As a Sourcing Analyst

• Under direction of the Sourcing Supervisor, solicit & evaluate proposals, make recommendations & monitor supplier performance for a range of routine, established, customary requirements.
• Process agency purchase requisitions & ensure Minority Business Enterprise (MBE) & Encouraging Diversity Growth & Equity (EDGE) vendor utilization.
• Review & analyze contracts to ensure compliance with applicable laws, rules &/or regulations & negotiate changes (e.g., confer with other agencies, vendors, manufacturers &/or distributors on delivery, prices, quantity & services; ensure purchasing practices are in accordance with ODPS purchasing procedures).
• Prepare specifications for development of contracts for goods & personal service acquisitions (e.g., coordinate the purchasing of supplies, materials, equipment &/or services for ODPS; research quotes & prepare cost analysis; review contractual language & evaluate bids received & recommend awards).
• Provide technical assistance to other agencies & ODPS divisions with contract negotiations & compliance with state & federal laws & regulations (e.g., coordinate special acquisitions projects to procure supplies, materials, equipment &/or services; enforce section policies & procedures; provide interpretation of state & federal laws).
