Job summary

The Howard Soil Conservation District is seeking an Engineering Specialist II/III to review subdivision and site development plans, ensuring compliance with sediment and erosion control standards, stormwater requirements, and related environmental protections within Howard County.

The ideal candidate will have a BS in Engineering, three years of development plan review or related experience, and proficiency in AutoCAD, GIS, and the PDOX plan review system; CPESC and MD PE license are preferred.

Qualifications

Bachelor's Degree in Engineering (Civil, Environmental, Agricultural or similar) required.
Three years of experience in development plan review, engineering, or related field; education may be substituted year-for-year.
CPESC certification and Maryland PE license (or active pursuit) preferred.

Responsibilities

Review sediment and erosion control plans for compliance with standards and specifications.
Coordinate District plan review responsibilities with the Howard County Planning office and other departments.
Review pond designs for compliance with Maryland Small Pond Law and State Pond Safety Standards.
Review plans for compliance with temporary storm water requirements.
Conduct field investigations of environmentally sensitive areas (floodplains, streams, wetlands).
Attend Subdivision Plan Review Committee meetings and represent the District.
Prepare reports and perform data entry.
