Job summary

Raytheon Software Engineering is seeking a seasoned Software Foundations Lead to drive the establishment and continuous improvement of software development processes, implement metrics, and lead estimation methodologies across the engineering organization. You will advise engineering teams and executive leadership, collaborate across disciplines, and ensure process alignment with business objectives while maintaining efficiency and effectiveness.

This is an onsite role with multiple U.S.

Qualifications

• BS/BA in Science, Technology, Engineering or Mathematics (STEM)
• 12+ years of prior experience in software/engineering leadership
• Experience with all phases of the software development lifecycle
• Experience with Agile methodologies (Scrum, SAFe) and DevOps
• Experience with software project management or program management
• Experience with software project cost and schedule in government contracting environments
• Active and current Secret security clearance required Day 1

Responsibilities

• Lead software process leadership, design and refine software development processes (Agile, DevOps, CI/CD)
• Establish engineering standards, governance for code quality, testing and deployment
• Drive cost estimation methodologies and measurement frameworks across the org
• Advise engineering teams, product managers and executive leadership to optimize software delivery and quality
• Collaborate with cross-functional teams to align software delivery with business objectives
• Develop and maintain cost estimation standards for software projects and governance
• Implement measurement frameworks for key metrics (cycle time, lead time, deployment frequency, MTTR)
• Provide data-driven insights to leadership through visualizations
• Create feedback loops to close gaps between measurement and improvement
