Job summary

Raytheon Software Engineering seeks a seasoned Software Foundations Lead to drive the establishment and improvement of software development processes (Agile, DevOps, CI/CD) and to lead cost estimation methodologies across the engineering organization.

You will advise engineering teams, product managers, and executive leadership, aligning software delivery with business objectives while implementing Flow-based measures to provide early, predictive feedback and improve estimation accuracy.

Qualifications

Experience across the software development lifecycle (proposal, requirements, design, implementation, testing, delivery).
Proficiency with Agile frameworks (Scrum, SAFe) and DevOps practices.
Experience with software project management or program management.
Experience with software project cost and schedule in government contracting environments.
Active and current Secret security clearance required Day 1; U.S. citizenship required.

Responsibilities

Lead the establishment and continuous improvement of software development processes (Agile, DevOps, CI/CD).
Define standard software metrics and dashboards for software effectiveness.
Develop and maintain cost estimation standards and methodologies.
Implement measurement frameworks for key metrics (cycle time, lead time, deployment frequency).
Advise engineering teams, product managers, and leadership to optimize software quality and estimation accuracy.
Drive adoption of Flow-based measures across programs to provide early feedback.
