Job summary

Rising Ground seeks a Social Work Supervisor to provide administrative supervision to Case Planners/Social Workers in the Residential Treatment Center and SILP. You will ensure high-quality case planning, regulatory compliance, and timely permanency outcomes, while coaching staff and coordinating with multiple partners across NYC and Westchester.

The role requires leadership in trauma-informed child welfare, court collaboration, and travel between sites.

Qualifications

  • Master's degree in Human Services, Social Work, Psychology, or related field required.
  • Minimum of 5 years of experience in adolescent residential/child welfare or related settings, including supervisory experience.
  • Valid NYS driver’s license and safe driving record with access to reliable transportation.
  • Strong verbal, written, and interpersonal communication skills.
  • Ability to manage multiple priorities, stay organized, and work independently.
  • Ability to supervise social work staff while ensuring quality service and regulatory compliance.
  • Knowledge of child welfare regulations; bilingual in Spanish preferred.
  • Computer proficiency; knowledge of Connections preferred.

Responsibilities

  • Provide ongoing clinical and administrative supervision, coaching, and performance management to RTC and SILP staff.
  • Ensure compliance with ACS, OCFS, CSE, OPWDD, DSS, and other regulatory requirements by monitoring documentation and timelines.
  • Review and approve case documentation including reports, discharge plans, court reports, and other records.
  • Oversee permanency planning, trial discharges, and aftercare planning for timely outcomes.
  • Coordinate services with agencies, clinicians, educators, legal teams, and community providers.
  • Assist with crisis intervention guidance and trauma-informed practices.
  • Conduct regular case record reviews, quality audits, and corrective action planning.
  • Support staff development through onboarding, training, and ongoing education.

Role Overview

The Social Work Supervisor provides administrative supervision to the Case Planners/Social Workers within the Residential Treatment Center (RTC) and Supervised Independent Living Program (SILP). This position is responsible for ensuring the delivery of high-quality case planning services, compliance with ACS, OCFS, CSE, OPWDD, DSS, and other regulatory requirements, and the timely achievement of permanency and discharge goals for youth.

The Social Work Supervisor consistently carries a small caseload (1-3) and oversees case management practices, provides coaching and professional development to staff, monitors documentation and regulatory compliance, and partners with program leadership, clinical staff, education providers, legal representatives, and community agencies to ensure coordinated, trauma-informed services. The supervisor promotes best practices in child welfare, permanency planning, family engagement, and independent living while supporting staff in delivering effective interventions to adolescents and their families. The Social Work Supervisor is required to attend court appointments, hearings, home visits, family meetings, and travel between residential and community-based program sites as needed.

Key Responsibilities

  • Provide ongoing clinical and administrative supervision, coaching, and performance management to RTC and SILP Case Planners/Social Workers through regular individual and group supervision.
  • Ensure compliance with ACS, OCFS, CSE, OPWDD, DSS, and other applicable regulatory requirements by monitoring documentation, case records, permanency planning activities, and mandated timeframes.
  • Review and approve case documentation including FASPs, Permanency Hearing Reports, progress notes, incident reports, AWOCs, discharge plans, court reports, and other required documentation.
  • Oversee permanency planning, trial discharges, final discharges, transitions, and aftercare planning to ensure timely and successful outcomes for youth.
  • Monitor case planning activities including home visits, family engagement, concurrent planning, court preparation, entitlement coordination, referrals, and service linkage to ensure quality and consistency.
  • Partner with program leadership, clinicians, educators, legal representatives, ACS, OCFS, CSE, OPWDD, DSS, courts, and community providers to coordinate services and resolve complex case issues.
  • Provide guidance and consultation on crisis intervention, youth on AWOL/suspended status, safety planning, family conflicts, and challenging child welfare cases while supporting staff in implementing trauma-informed practices.
  • Conduct regular case record reviews, quality assurance audits, and utilization reviews to identify trends, ensure regulatory compliance, and implement corrective action plans when needed.
  • Support staff development through onboarding, training, mentoring, and ongoing education in child welfare practice, permanency planning, family engagement, Therapeutic Crisis Intervention (TCI), and agency policies.
  • Foster a collaborative, culturally responsive, and trauma-informed team environment while participating in leadership meetings, interdisciplinary treatment planning, program development initiatives, and other duties as assigned.

Required Qualifications

Supervisory Responsibilities

This position operates within a 24/7 Residential Treatment Center (RTC) serving youth ages 12-21 and the Supervised Independent Living Program (SILP) serving young adults ages 18-21. This position requires regular travel to assigned residential sites, SILP apartments, schools, courts, family homes, and community locations to provide supervision, support staff, and monitor service delivery.

Position Type/Expected Hours of Work

This position is in a 24/7 program. This position operates on a 9:00am-5:00pm schedule, with flexibility required to meet program and operational needs. This position operates on a hybrid schedule, including one day of remote work per week.
