Job summary

SARC Harford County is seeking an experienced professional to oversee direct services and community education for the Human Trafficking Regional Navigation program in Harford County. Core hours are 8:30am–4:30pm, with possible evenings and weekend events or trainings.

The role emphasizes crisis intervention, risk assessment, and survivor advocacy, with background checks and training requirements noted. Collaboration with local agencies and ongoing education are key components of the position.

Qualifications

  • Bachelor’s degree in Psychology, Social Work, or related field; Master’s degree preferred.
  • Knowledge of trauma-informed care and crisis response.
  • Ability to conduct crisis advocacy and provide comprehensive case management.

Responsibilities

  • Evaluate HT program needs and suggest changes with Chief approval.
  • Maintain relationships with Harford County referral agencies.
  • Facilitate HT intakes and complete HT assessments.
  • Provide in-person crisis intervention and safety planning.
  • Deliver ongoing support, case management, and advocacy for survivors.
  • Accompany survivors to medical, forensic, and law enforcement interviews.
  • Coordinate HT notifications from law enforcement and DSS.
  • Deliver community education and staff trainings on trafficking and violence.
  • Provide technical assistance to partner agencies.
  • Coordinate services for safety, housing, mental health, and legal needs.
  • Help establish partnerships for workforce development and housing.
  • Assist in quarterly GOCCP reports and attend coalition meetings.

SARC (The Sexual Assault/Spouse Abuse Resource Center) is seeking dedicated individuals to join us in our mission to be Harford County's lifeline for victims and survivors of domestic violence, sexual violence, child abuse, and stalking.

Responsible for all direct services and community education offered under SARC's Human Trafficking (HT) Regional Navigation program. Core work hours Monday through Friday 8:30 am to 4:30pm. May require evenings and weekends in order to attend events, facilitate training, or provide crisis advocacy/accompaniment on a rotating on-call schedule.

  • Evaluate the needs of the Human Trafficking program and suggests appropriate changes and/or additions to the program procedures- following approval of the Chief.
  • Maintain a good working relationship and open communication with stakeholders and Harford County Agencies that provide referrals to the Program.
  • Facilitate all intakes and complete HT assessments for the program.
  • Providein-person crisis intervention that includes safety planning, emergency response, basic living needs, and victim advocacy.
  • Provide ongoing support, comprehensive case management, and advocacy to all identified survivors.
  • Provide survivor advocacy and accompaniment to emergency medical care, medical forensic exams, law enforcement interviews, and prosecution interviews.
  • Act as the direct conduit for required HT notifications from law enforcement and the Department of Social Services, and referrals or queries from local schools, local hospitals/medical facilities, the Child Advocacy Center, and other community partners.
  • Provide community education, training, and staff information tables to raise awareness and understanding about human trafficking, sexual violence, dating violence, and domestic violence.
  • Provide technical assistance to partner agencies on service provision to survivors of trafficking.
  • Coordinate, directly provide and/or ensure warm handoffs to services that address identified needs such as safety planning, housing, mental health/substance abuse, medical care, self-care, legal services, basic needs, etc.
  • Coordinate in-house legal and counseling services for clients.
  • Identify, establish and strengthen partnerships with organizations that will assist survivors of human trafficking in areas of workplace development, education, long-term housing, etc.
  • Assist the Chief of Programs and Grants Coordinator in required quarterly reports to GOCCP.
  • Attend the Human Trafficking Coalition monthly meetings and other related local and statewide collaborative efforts or trainings as assigned by Chief of Programs.
Requirements

Bachelor’s degree in Psychology, Social Work, or a related field plus 2 years of relevant experience is minimally required. A Master’s degree in Social Work, Psychology or a related field is preferred, and additional relevant experience is strongly favored. The position requires knowledge of psychosocial services and a wide range of skills including trauma-informed care, comprehensive case management, public speaking, local resource access, and crisis response. Ability to work on call and under pressure with time constraints. Knowledge and adherence to laws, policies, procedures, and ethical standards of the field, particularly of the Maryland Child Sex Trafficking Screening and Services Act.. Must complete SARC Basic Crisis Response, Hospital Companion Training and Commercial Sex Exploitation-Identification Tool (CSE-IT) Training. Must pass a comprehensive criminal background check and child protective services clearance.
