Position Overview

The Division of Developmental Disabilities is seeking to hire a Social Service Program Planner III for the Northern Survey & Training Unit. As a team member, the Social Service Program Planner III will perform the more complex technical tasks in designing, analyzing, and implementing the survey review process to verify community-based agencies are providing services in compliance with state and federal requirements. In addition, this position will contact community agencies according to the schedule for unannounced on-site surveys in compliance with strict regulatory timelines for initiation and compliance of survey processing. Traveling to various locations throughout the state to perform analysis of compliance is an important role of this position.

Essential Functions
  • As a team member performs the more complex technical tasks in designing, analyzing, and implementing the survey review process to verify community-based agencies are providing services in compliance with state and federal requirements.
  • Contacts community agencies according to the schedule for unannounced on-site surveys in compliance with strict regulatory timelines for initiation and compliance of survey processing.
  • Prepares reports regarding the degree of compliance with rules.
  • Liaises with other Section staff to maintain detailed information on all licensed/certified community agencies.
  • Provides consultation, training and technical assistance to new and current staff, community organizations, social services agencies, and the public regarding service delivery systems, agency resources and current regulations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to the completion of master's degree.
  • Requires one year (1) of progressively responsible professional experience in community organization, social service work, or in program planning and development.
Specialized Skills
  • Of the one year (1) of progressively responsible professional experience, requires one year of professional experience in licensure/certification activities with community agencies serving individuals with developmental disabilities or a mental illness.
Preferred Qualifications
  • Two (2) years of professional experience analyzing and evaluating programs and operations for a public or private organization.
  • Two (2) years of professional experience working with program objectives for community agencies providing services to persons with developmental disabilities or mental illness.
  • Two (2) years of experience preparing detailed reports and documents utilizing software such as Microsoft Word and Excel for a public or private organization.
  • One (1) year of professional experience conducting on-site surveys of community organizations to ensure compliance with rules and regulations for a public or private organization.
  • One (1) year of professional experience in licensure/certification activities with community agencies serving individuals with developmental disabilities or a mental illness.
  • One (1) year of professional experience providing consultation, training and technical assistance to staff, community organizations, social services agencies and the public
Conditions of Employment
  • Requires ability to meet requirements to be classified as a Qualified Intellectual Disability Professional (QIDP) or a Qualified Mental Health Professional (QMHP).
  • Requires a valid driver’s license.
  • Requires the ability to travel statewide, including overnight stays.
  • Requires basic proficiency in the use of Microsoft Office Suite, including but not limited to, Word, Excel, and Access.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
