University of Wisconsin–Madison seeks an Outreach Program Manager to lead the Sober/Recovery Housing T/TA Supplement under SAMHSA priorities. You will coordinate training, TA, outcome measurement tools, and peer learning for states, communities, sober/recovery housing operators, and Recovery Community Organizations across Region 5.
This role offers remote work with regular virtual communication, travel (~15–25%), and potential extension to ongoing appointment based on need and funding.

Job Summary: The Sober/Recovery Housing Program Manager will lead delivery of the Sober/Recovery Housing T/TA Supplement, which directly advances the Great American Recovery Initiative and the Substance Abuse and Mental Health Services Administration’s (SAMHSA) Strategic Priorities by promoting accountability-driven sober/recovery housing models over “housing first” approaches that lack outcome measures. The Supplement complements existing SAMHSA investments, including the Safety Through Recovery, Engagement, and Evidence-Based Treatment and Support Program, State Opioid Response (SOR)-funded young adult sober/recovery housing, and Recovery Housing Best Practices guidance, by building the T/TA infrastructure needed to translate funding into implementation fidelity at the state and provider levels. The Program Manager will coordinate training, technical assistance, outcome measurement tools, and peer learning opportunities to states, communities, sober/recovery housing operators, and Recovery Community Organizations (RCOs) across HHS Region 5. The expected outcomes of this work are increased state and community provider capacity to stand up certified sober/recovery housing, stronger outcome accountability aligned with Administration priorities and reduced technical barriers for organizations pursuing new SAMHSA housing-related funding opportunities. This position can be full or part-time, between 75-100%. This position has the possibility to be extended or converted to an ongoing appointment based on need and/or funding. Travel required: This position may require travel to regional trainings, peer learning convenings, and partner of SAMHSA meetings (approx. 15-25%). Work may be performed remotely, with regular virtual communication and team collaboration.
