Job summary

CTEC, a McLean, VA-based technology firm, seeks an experienced SME Business Management Analyst to join the CISA Stakeholder Engagement Division onsite in Arlington, VA. This strategic-advisory role shapes executive decisions on critical infrastructure, cybersecurity, and national security, including policy analysis and risk assessment.

You will translate complex topics for senior officials, prepare strategic studies and briefing materials, and ensure accuracy and DHS policy alignment.

Cybermedia Technologies (CTEC) is seeking an experienced SME Business Management Analyst to join our team

PROGRAM OVERVIEW:

CISA's Stakeholder Engagement Division requires an integrated team to support council and sector governance, approximately 500 annual engagements, stakeholder coordination, policy and risk analysis, executive communications, records, and contract management. The work spans unclassified and classified environments and requires products that are accurate, accessible, compliant, and ready for government use.

POSITION SUMMARY

Provide senior subject-matter expertise at the intersection of critical infrastructure, cybersecurity, physical security, national risk, and stakeholder governance. This is a strategic-advisory role-not simply a senior project manager-and is expected to shape executive decisions and substantive CISA products.

KEY RESPONSIBILITIES
  • Advise CISA leadership on emerging cyber and physical threats, critical-infrastructure risks, sector interdependencies, resilience, and national-security implications.
  • Lead research and analysis of legislation, executive direction, federal policy, operational trends, and threat information affecting CISA stakeholders.
  • Develop strategic studies, issue papers, white papers, research memoranda, recommendations, talking points, and executive briefing materials.
  • Translate complex technical and policy topics into actionable options for senior government officials and external partners.
  • Provide substantive guidance for council and sector engagement plans, agendas, working sessions, and rapid-response activities.
  • Review analytical and executive products for factual accuracy, rigor, clarity, and alignment with DHS/CISA policy and style requirements.
  • Identify cross-sector patterns, risks, dependencies, and opportunities; recommend operational or policy adjustments.
  • Support classified engagements and produce accurate records or decision products while complying with security requirements.
REQUIRED QUALIFICATIONS
  • 8+ years of relevant professional experience, including demonstrated senior-level experience in critical infrastructure, cybersecurity, physical security, homeland security, national security, or a closely related field.
  • Documented experience advising senior federal leaders and producing strategic research or policy products.
  • Exceptional analytical judgment, writing, synthesis, and briefing skills.
  • Ability to work across technical, policy, operational, and executive audiences.
PREFERRED QUALIFICATIONS
  • Prior CISA, DHS, SRMA, sector-coordinating council, or federal advisory committee experience.
  • Advanced degree or equivalent depth of specialized experience.
  • Knowledge of federal critical-infrastructure risk-management frameworks and coordination mechanisms.
CLEARANCE

Active Top Secret clearance with the ability to obtain and maintain SCI; U.S. citizenship required.

WHAT CANDIDATES SHOULD UNDERSTAND
  • Work is expected to be onsite in Arlington, Virginia; approved telework may be available only as authorized by the Government.
  • Positions are contingent upon contract award and successful completion of applicable security or suitability processing.
  • For cleared positions, the recruiting requirement is an active Top Secret clearance with the ability to obtain and maintain SCI-not necessarily current SCI access on day one.
  • For suitability positions, candidates must be able to obtain and maintain a favorable DHS Fitness Determination. Prior DHS service may help, but a previous Public Trust is not automatically transferable or guaranteed to reactivate.
PAY RANGE- $150,000-$195,000 annually+ Benefits(Compensation and employment offer are negotiable and will be finalized based on the candidate's relevant experience and interview assessment.
