Job summary

Qualifications

  • Lead development of executive messaging, talking points, memoranda, public communications, outreach products, briefings, graphics, and digital content.
  • Create communication strategies and engagement materials for councils, working groups, and senior-leader events.
  • Translate complex cyber, policy and operational information into clear audience messages.
  • Coordinate content and approvals with government leadership, SMEs, and external partners.
  • Support classified engagements and protect sensitive information during drafting and review.
  • Manage high-priority inquiries, mailboxes, logs, and rapid-response assignments.
  • Review materials for accuracy, tone, accessibility, branding, and DHS/CISA policy alignment.
  • Analyze stakeholder response and engagement results to suggest improvements.

Cybermedia Technologies (CTEC) is seeking an experienced Public Relations Manager II to join our team

PROGRAM OVERVIEW:

CISA's Stakeholder Engagement Division requires an integrated team to support council and sector governance, approximately 500 annual engagements, stakeholder coordination, policy and risk analysis, executive communications, records, and contract management. The work spans unclassified and classified environments and requires products that are accurate, accessible, compliant, and ready for government use.

POSITION SUMMARY

Lead strategic communications and executive messaging for high-visibility CISA stakeholder and advisory activities, including work involving classified subject matter. The position shapes complex information into authoritative, audience-ready products and coordinates communication with senior officials and external partners.

KEY RESPONSIBILITIES
  • Lead development of executive messaging, talking points, memoranda, public communications, outreach products, briefings, graphics, and digital content.
  • Create communication strategies and engagement materials for councils, working groups, senior-leader events, and stakeholder initiatives.
  • Translate complex or sensitive cyber, critical-infrastructure, policy, and operational information into clear messages for defined audiences.
  • Coordinate content and approvals across government leadership, SMEs, communications teams, and external partners.
  • Support classified engagements and protect sensitive information throughout drafting, review, and dissemination.
  • Manage high-priority inquiries, mailboxes, communication logs, and rapid-response assignments.
  • Review products for accuracy, tone, accessibility, branding, and alignment with DHS/CISA policy.
  • Analyze stakeholder response and engagement results and recommend communication improvements.
REQUIRED QUALIFICATIONS
  • 5+ years experience in strategic communications, public affairs, executive communications, or stakeholder engagement.
  • Advanced writing, editing, messaging, and briefing-development skills.
  • Experience supporting senior executives and high-visibility federal or national-security programs.
  • Sound judgment handling sensitive or classified content and competing deadlines.
  • Active Top Secret clearance with the ability to obtain and maintain SCI; U.S. citizenship required.
PREFERRED QUALIFICATIONS
  • Prior CISA, DHS, intelligence-community, or critical-infrastructure communications experience.
  • Experience supporting federal advisory committees or interagency coordination.
  • Graphic-design, digital-content, or social-media experience.
CLEARANCE :
  • Active Top Secret clearance with the ability to obtain and maintain SCI; U.S. citizenship required.
WHAT CANDIDATES SHOULD UNDERSTAND
  • Work is expected to be onsite in Arlington, Virginia; approved telework may be available only as authorized by the Government.
  • Positions are contingent upon contract award and successful completion of applicable security or suitability processing.
  • For cleared positions, the recruiting requirement is an active Top Secret clearance with the ability to obtain and maintain SCI-not necessarily current SCI access on day one.
  • For suitability positions, candidates must be able to obtain and maintain a favorable DHS Fitness Determination. Prior DHS service may help, but a previous Public Trust is not automatically transferable or guaranteed to reactivate.

PAY RANGE- $95,000-$125,000 Annually + Benefits(Compensation and employment offer are negotiable and will be finalized based on the candidate's relevant experience and interview assessment.
