Job summary

RTX, the world’s largest aerospace and defense company, seeks an SM3 IIA Underlayer Lead within the Finance Program Cost Controls team to drive program financial performance, ensure contractual compliance, and support decision-making.

You will partner with program management and functional leadership to align cost, schedule, and performance goals, lead EVM program controls, and mentor peers on financial data analysis and quarterly EACs.

Qualifications

  • Bachelor's degree required in Accounting, Finance, Business, or a related field.
  • 8+ years of relevant DoD program cost control experience.
  • Experience with IPMDAR/IPMAR, CSDR, and CFSR deliverables is preferred.
  • Strong EVM, EACs, FP&A experience and financial analysis skills.
  • Ability to present briefings to customers and management.
  • U.S. citizenship required for access to program information.

What You Will Do
  • As the SM3 IIA Underlayer Lead within the Finance Program Cost Controls team, you will play a critical role in driving program financial performance, ensuring compliance with contractual requirements, and supporting decision‑making processes.
  • You will partner closely with program management and functional leadership to meet cost, schedule, and performance expectations.
  • Partner with program management and functional leadership to ensure program alignment with cost, schedule, and performance goals.
  • Lead the development and execution of cost‑plus contractual Earned Value Management (EVM) program controls.
  • Coordinate and mentor peers on the development and analysis of program financial data, including contractual EVM requirements and quarterly Estimates at Complete (EACs).
  • Support financial forecasting, including Annual Operating Plan (AOP), Long‑Range Planning (LRP), and Risk & Opportunity (R&O) management.
  • Provide financial analysis and insights to internal and external stakeholders to guide decision‑making.
  • Develop and deliver financial planning aspects, including monthly financial performance reporting and working capital management.
  • Analyze and present financial data to customers, management, and peers, ensuring transparency and accuracy.
  • Contribute to proposal development and Gate 4 processes, supporting financial analysis for growth opportunities.
Qualifications You Must Have
  • Typically requires a bachelor’s degree in Accounting, Finance, Business, or a related field and a minimum of 8 years of relevant experience, or an advanced degree in a related field and a minimum of 5 years of relevant experience.
  • Experience managing multiple Department of Defense (DoD) contracts with external deliverables such as IPMDAR/IPMAR, CSDR, and CFSR.
  • Experience in Earned Value Management (EVM), Estimates at Complete (EACs), and Financial Planning & Analysis (FP&A).
  • Experience interfacing and conducting business with various functional disciplines.
  • Experience organizing, preparing, and presenting briefings to customers, management, and peers.
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
Qualifications We Prefer
  • Experience in a matrix environment, collaborating across functional teams.
  • Familiarity with financial systems and tools, including APEX, BW, Rplan, PMX, and Excel.
  • Experience with financial forecasting, AOP, LRP, and R&O management.
  • Critical thinking and problem-solving skills, including prioritization of concurrent requirements and stakeholders.
  • Experience driving change and influencing beyond authority level.
  • Active Secret DoD clearance.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
