RTX is seeking a Finance Program Manager to lead cost-plus contractual EVM controls for a DoD program in Tucson. You will coordinate financial data, develop EACs, and partner with internal and external stakeholders on forecasting and planning.

The role requires DoD program experience, experience with EVM, and the ability to obtain a U.S. security clearance. On-site in Tucson; relocation support may be available.

Qualifications

  • Degree in accounting, finance or business; or equivalent experience (8+ years).
  • Experience with DoD contracts and external deliverables (IPMDAR/IPMAR, CSDR, CFSR).
  • Strong EVM, EACs, FP&A knowledge and ability to forecast finances.
  • Experience interfacing with multiple functional disciplines and presenting briefings.
  • Ability to obtain and maintain U.S. security clearance; U.S. citizenship required.

This position is being offered in an onsite capacity based on the needs of the business. This role will support a program that resides in Tucson, AZ time zone.

What You Will Do
  • You will have broad responsibility for development cost-plus contractual Earned Value Management (EVM) program controls.
  • Lead, coordinate, and mentor peers on the development and analysis of all program financial data, including contractual EVM requirements, development and presentation of quarterly Estimates at Complete (EACs), and support of financial forecasting for the program.
  • Serve as a critical business partner to internal and external stakeholders by providing financial analysis, insight, and guidance to decision making.
  • Support development and integration of financial planning aspects (LRP, AOP, working capital, monthly financial performance reporting).
  • Provide financial analysis for growth opportunities as well as be a key contributor for the proposal / Gate 4 process.
Qualifications You Must Have
  • Typically requires, A bachelor’s degree in accounting, Finance or Business related field or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years’ experience.
  • Department of Defense experience.
  • Experience managing multiple DoD contracts with external deliverables (IPMDAR/IPMAR, CSDR, CFSR).
  • Experience and understanding of the Program Business role, including Earned Value Management (EVM), Estimates at Complete (EACs), and Financial Planning & Analysis (FP&A).
  • Experience interfacing and conducting business with various functional disciplines.
  • Experienced in organizing, preparing, and presenting briefings to customers, management and peers.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
  • Demonstrated experience in a matrix environment.
  • Experience with financial systems and tools, including APEX, BW, Rplan, PMX, Excel, etc.
  • Experience with financial forecasting, AOP, LRP, and R&O management
  • Excellent critical thinking and problem-solving skills, including demonstrated ability to prioritize concurrent requirements and numerous stakeholders
  • Excellent communication and professional skills when interfacing with all levels.
  • Experience drive change and influence beyond authority level
  • Active Secret DoD clearance

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels.
