Job summary

W3Global is seeking a Sitework & Utilities Estimator / Senior Estimator with strong heavy civil estimating experience, particularly in earthwork and underground utilities. The role covers full estimating, bid submission, and turnover processes across multiple projects.

The candidate will review plans, perform takeoffs, develop complete self-performed estimates, and engage with subcontractors for quotes. Travel to project sites may be required.

Qualifications

• Heavy civil construction estimating experience.

• Knowledge of earthwork, storm drainage, water, sewer, base, paving.
• Ability to develop accurate and competitive estimates.
• Strong understanding of construction plans, specifications, scopes, and project requirements.

• Strong written and verbal communication skills.
• Ability to manage multiple projects and meet bid deadlines.

Responsibilities

• Review plans and specifications and conduct a detailed page-turn before beginning takeoff.
• Perform comprehensive and accurate quantity takeoffs for earthwork and underground utility scopes.
• Develop complete estimates for self-performed work, including labor, equipment, crew production rates, shrink/swell, undercut, and weather assumptions.
• Identify required subcontractors and vendors and prepare RFQs.
• Solicit, evaluate, and level subcontractor and vendor pricing.
• Conduct pre-bid site visits and evaluate site conditions and geotechnical information.
• Prepare complete bid packages and professional proposals.
• Develop clear scopes of work, exclusions, clarifications, and assumptions.
• Participate in customer negotiations and respond to customer questions and requests.
• Follow up on submitted bids until the outcome is determined.
• Manage multiple estimates simultaneously while meeting bid deadlines.
• On awarded projects, finalize the estimate and prepare a turnover package for Preconstruction and project teams.
• Participate in turnover and preconstruction meetings.
• Remain involved with subcontractor/vendor selection and negotiate buyout savings.

Position Overview

The company is seeking a Sitework & Utilities Estimator or Senior Estimator with strong heavy civil construction estimating experience, particularly in earthwork and underground utilities.

The Estimator/Senior Estimator will manage the full estimating and bidding process, from plan review and takeoff through bid submission, customer follow-up, and post-award turnover.

Key Responsibilities

• Review plans and specifications and conduct a detailed page-turn before beginning takeoff.
• Perform comprehensive and accurate quantity takeoffs for earthwork and underground utility scopes.
• Develop complete estimates for self-performed work, including labor, equipment, crew production rates, shrink/swell, undercut, and weather assumptions.
• Identify required subcontractors and vendors and prepare/send RFQs.
• Solicit, evaluate, and level subcontractor and vendor pricing.
• Conduct pre-bid site visits and evaluate site conditions, access, dewatering requirements, underground/overhead obstructions, and geotechnical information.
• Prepare complete bid packages and professional proposals.
• Develop clear scopes of work, exclusions, clarifications, and assumptions.
• Participate in customer negotiations and respond to customer questions and requests.
• Follow up on submitted bids until the outcome is determined.
• Manage multiple estimates simultaneously while meeting bid deadlines.
• On awarded projects, finalize the estimate and prepare a comprehensive turnover package for the Preconstruction and project management teams.
• Participate in turnover and preconstruction meetings.

• Senior Estimators will also assist in mentoring and developing other estimators.

Required Technical Skills

• AGTEK - required.
• HCSS HeavyBid - required.
• B2W/Bid2Win experience may be considered transferable.
• Microsoft Excel for detailed estimating and quantity calculations.
• Working knowledge of AutoCAD or Trimble Business Center.
• Familiarity with Microsoft Office and related estimating/project management systems.

Required Experience

• Heavy civil construction estimating experience.
• Strong experience with earthwork and utility estimating.
• Knowledge of:

• Ability to develop accurate and competitive estimates.
• Strong understanding of construction plans, specifications, scopes, and project requirements.

Estimator

• Minimum 5 years of heavy civil construction experience, including estimating.

Senior Estimator

• Minimum 10 years of experience, including complex multi-phase sitework and utility packages.
• Experience mentoring or developing other estimators preferred.

Education

• Bachelor's degree in Civil Engineering or Construction Management preferred.
• Equivalent construction and estimating experience may be considered in lieu of a degree.

Additional Requirements

• Valid driver's license.
• Ability to travel to project sites for pre-bid meetings and site visits.
• Willingness to work extended hours when required by bid schedules.
