Navy Seabee Foundation is seeking a Site Planning Agent Lead at NSWC Dahlgren Division, Dahlgren, VA, to manage the activation of complex DoD trainer facilities, ensuring PE-stamped designs and Navy standards are met.

You will coordinate NAVFAC, PMS339, and contractors, perform site surveys, review drawings, maintain master schedules, and report risks to leadership, with travel to San Diego, Dahlgren, Norfolk, and Japan.

### DescriptionProgram: Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT)Location: NSWC Dahlgren Division, Dahlgren, VirginiaSummary: The Site Planning Agent Lead is responsible for the overall success of all current and future PMS339 Combat System (CS) Projects, directly managing the technical coordination, facilities engineering, and complete lifecycle of site activations. Site planning and systems engineering are strict requirements for this role to govern the complex technical translation of tactical training architectures into physical, certified training sites. The Lead acts as the authoritative \"general contractor\" and primary technical liaison guiding installations from initial concept to operational activation. Key immediate priorities include directing the upcoming MWPTS transition to the Surface Advanced Warfighting School (SAWS) in San Diego (June 2027) and the CIAT RCT5 installation at the Aegis Training and Readiness Center (ATRC) in Dahlgren (June 2028). To ensure these critical training environments meet rigorous Navy facility and technical standards, the Lead must possess a Professional Engineer (PE) license to conduct certified site surveys, review engineering design drawings, maintain overall master schedule and provide formal approval on behalf of PMS339CS.### RequirementsResponsibilities:· Lead and manage the end-to-end site activation lifecycle—from initial concept and design review to physical installation, technical integration, and final activation.· Act as the master liaison and overall coordinator across NAVFAC, PMS339 Facilities, PMS339 Combat Systems, technical developers, and local commands.· Conduct comprehensive physical site surveys at prospective shore-based commands to assess facility structural integrity, electrical loads, HVAC capacity, and network architecture readiness.· Perform detailed reviews of facilities engineering and structural design drawings, applying a Professional Engineer (PE) stamp of approval to validate technical design compliance.· Facilitate all project-related communications, proactively gathering answers from technical developers and structural experts to resolve facilities-to-system integration challenges.· Compile, track, and drive cross-functional action items, schedules, and deliverables to ensure on-time completion of site milestones.· Manage high-level site planning master schedules, tracking critical dependencies between facility build-outs and combat system training suite deliveries.· Provide programmatic and technical oversight of the MWPTS SAWS San Diego (June 2027) and CIAT RCT5 ATRC Dahlgren (June 2028) projects, reporting status and schedule risks directly to leadership.Key Deliverables:· Signed, certified, and PE-stamped engineering design drawings and site layout approvals.· Authoritative Site Survey Reports (SSRs) detailing structural, power, cooling, and network configuration baselines.· Master Site Activation Plans (SAPs) mapping milestones from concept to formal activation.· Consolidated, actively managed project action item trackers and schedule dependency registers.· Weekly SITREPs, progress metrics dashboards, and technical risk assessments for program leadership.· Standardized site facility checklists and validation procedures for future PMS339 installations.· Site applicable risks provided and brief to program leadershipTravel: Frequent travel required (up to 40%) to support physical site surveys and coordination meetings at key installations, specifically San Diego, CA, Dahlgren, VA, Norfolk, VA, and Japan.Skills and Qualifications:· Extensive experience serving as an engineering coordinator, \"general contractor,\" or lead site integrator for complex DoD or Navy installations.· Proven ability to facilitate communications across multi-disciplinary, highly matrixed teams (e.g., NAVFAC, program offices, civilian contractors).· Excellent organizational and tracking skills with a demonstrated ability to independently manage action item registers and schedule milestones.· Proven proficiency in utilizing digital collaboration tools (such as MS Teams, SharePoint, Jira, and Confluence) to facilitate cross-functional communications, manage shared workspaces, and maintain precise technical documentation.· Outstanding communication skills, including the ability to translate complex facility engineering concepts to non-technical stakeholders and brief program leadership.· U.S. Citizenship with an active Secret security clearance (or ability to obtain one).Additional Desired Skills:· Experience working directly with NAVFAC, Industry Partners, Program Offices, and Warfare Centers.· High level of knowledge in Navy facility standards and process.· Technical familiarity with CIAT and MWPTS trainer architectures and their physical infrastructure requirements (e.g., server racks, console footprints, cooling requirements).· Experience with military construction (MILCON) or facility modernization projects.· Strong risk-management background identifying and mitigating schedule and facility integration risks.· Active Professional Engineer (PE) license with the authority to review and stamp facility and structural design drawings.
