Job summary

Orange Barrel Media is seeking a Pre-Construction Manager to own site selection, design coordination, and permitting for IKE deployments in an assigned region. You will identify locations, assess constructability, and guide projects from concept to permit-ready status.

The role requires extensive experience in engineering, permitting, and project management, with strong stakeholder engagement and the ability to work with municipal agencies and vendors.

Qualifications

• 5+ years across engineering, permitting, and project management in construction, infrastructure, telecom, utility, or similar deployment work.
• Direct experience permitting in the public right-of-way, including encroachment permits and DOT coordination
• Experience evaluating sites for constructability and making site selection decisions
• Ability to read civil construction drawings well enough to identify deficiencies before submittal.
• Demonstrated experience managing A&E or Civil Engineering firms as vendors, including scope, schedule, and quality
• Strong communication and stakeholder management skills, including experience working directly with municipal agencies and property owners
• Experience with SiteTracker, Salesforce, or a similar project tracking system
• Proficiency in Microsoft Office Suite
• Ability to travel according to business needs

Responsibilities

• Own siting for assigned markets: identify candidate locations, evaluate constructability, and select sites we pursue
• Assess power sources, right-of-way ownership, and compliance considerations before committing
• Work with property owners, agencies, and community stakeholders to secure approvals
• Direct Civil Engineering partners to complete SCIPs and review for quality and accuracy
• Manage permitting from submittal through approval and coordinate with city agencies
• Build relationships with plan reviewers, DOT staff, and right-of-way administrators
• Track performance of Civil Engineering partners and escalate when needed
• Report status to Project Manager and maintain schedule commitments
• Collaborate with Utility Specialist to align power, design, and permitting
• Travel to assigned markets for site evaluation and agency meetings
• Contribute to best practices and tooling for siting and permitting
