Job summary

Orange Barrel Media, LLC in New York, NY seeks a Pre-Construction Manager to own site selection, design coordination, and permitting for IKE deployments across markets. You’ll assess constructability, coordinate with civil engineering partners, and drive permits to approval while managing timelines and budgets.

The role requires strong engineering and permitting knowledge, effective vendor management of A&E firms, and collaboration with city agencies. Travel to assigned markets is expected.

Qualifications

• 5+ years across engineering, permitting, and project management in construction, infrastructure, telecom, utility, or similar deployment work.
• Direct experience permitting in the public right-of-way, including encroachment permits and DOT coordination.
• Experience evaluating sites for constructability and making site selection decisions.
• Ability to read civil construction drawings and identify deficiencies before submittal.
• Experience managing A&E or Civil Engineering firms as vendors, including scope, schedule, and quality.
• Strong communication and stakeholder management with municipal agencies and property owners.
• Experience with SiteTracker, Salesforce, or similar systems.
• Ability to travel as needed.

Responsibilities

• Own siting for assigned markets: identify candidate locations, evaluate constructability, select sites to pursue.
• Assess power sources, rights-of-way, corridor conflicts, ADA clearance, spacing, and moratoriums before commitment.
• Collaborate with property owners, agencies, and community stakeholders for approvals.
• Direct Civil Engineering partners to complete SCIPs and review packages for quality and accuracy.
• Direct Civil Engineering through construction documents, manage scope, standards, and dates.
• Own permitting from submittal through approval and manage queues with agencies.
• Build relationships with plan reviewers, DOT staff, and right-of-way admins.
• Maintain jurisdiction playbooks and siting/permitting checklists.
• Track partner performance and escalate delays.
• Report status into the Project Manager’s schedule and flag jeopardy early.
• Partner with Utility Specialist to align power with design and permitting.
• Hand sites off at permit-ready with complete documentation in SiteTracker.
• Contribute to process improvements, templates, and tooling.
• Develop market-specific strategies to accelerate permitting while maintaining quality.
