Job summary

ATTAINX INC. seeks a Site Leader / Project Programmer (Construction Engineering Manager) to provide on-site program management for 50 CES at Schriever Space Force Base, CO.

You will lead AttainX personnel, coordinate schedules, and ensure compliant programming documents reflecting mission requirements and execution strategy. The role requires DoD facility-programming experience, strong leadership, and the ability to work on-site full-time with government coordination and credentialing.

Qualifications

  • Bachelor's degree in Engineering or Architecture with 5+ years of facility design/PM experience, or 5+ years in DoD project programming.
  • Proven knowledge of engineering principles supporting civil/facility projects.
  • Ability to follow established procedures and meet milestones.
  • Experience programming FSRM/MILCON projects and developing scope, cost, and execution documentation.
  • Experience with DD Form 1391 documentation and government project information systems.
  • Experience coordinating with facility users, engineers, and government stakeholders.
  • Experience leading or coordinating technical personnel and managing schedules and deliverables.
  • Strong written and verbal communication for government meetings and status updates.

Responsibilities

  • Serve as on-site Site Leader and coordination point for AttainX personnel for the 50 CES requirement.
  • Coordinate activities, priorities, schedules, and deliverables while communicating with Government representatives.
  • Provide engineering and project-programming support for FSRM, MILCON, and in-house facility projects.
  • Develop project-programming products per AFCEC rules and USAF/USSF requirements.
  • Support work-order reviews, project information meetings, and status updates with current data.
  • Obtain and document project requirements before programming actions begin.
  • Program up to 15 projects annually and support government approvals.
  • Prepare and maintain DD Forms 1391 and related documents for local approval or submissions.
  • Produce CPP entries and PACES-based cost estimates per government guidance.
  • Complete programming actions for FSRM, NRG, MILCON, NAF, ERCIP in NexGen IT and other systems.
  • Develop parametric cost estimates and bases of estimate accounting for local conditions.
  • Track milestones and risks; elevate issues impacting performance or access.
  • Maintain programming records in accordance with government processes.
  • Ensure work products are accurate and compliant with base policies.

AttainX Inc. is seeking a Site Leader / Project Programmer (Construction Engineering Manager) to provide Project Programming Support for the 50th Civil Engineer Squadron (50 CES) at Schriever Space Force Base, Colorado. This key-personnel role will support Facilities Sustainment, Restoration and Modernization (FSRM), Military Construction (MILCON), project planning and program development, engineering and requirements definition, and the planning and execution of in‑house facility projects.

The ideal candidate combines strong DoD facility/construction project-programming experience with practical leadership and Government-customer coordination skills. The individual will serve as the on‑site focal point for assigned personnel while developing compliant, timely programming packages that accurately reflect mission requirements, scope, constraints, costs, priorities, and execution strategy.

Qualifications and Education Requirements:
  • Either (1) a bachelor's degree in Engineering or Architecture and at least 5 years of experience as a facility design engineer or construction project manager; or (2) a minimum of 5 years of experience in DoD/Department of War project programming and development of programming documents, including DD Forms 1391.
  • Relevant experience demonstrating comprehensive knowledge of engineering principles and analytical techniques supporting civil engineering disciplines and facility projects.
  • Demonstrated ability to follow established project-related procedures and successfully complete established project milestones.
  • Experience programming FSRM and/or MILCON projects and developing project scope, justification, requirements, cost, priority, and execution documentation.
  • Experience preparing DD Form 1391 documentation and entering or maintaining programming data in Government project-information systems.
  • Experience coordinating requirements with facility users, requirements owners, engineers, shops, installation personnel, and other Government stakeholders.
  • Experience leading or coordinating technical or engineering personnel and managing priorities, schedules, deliverables, and technical activities across multiple stakeholders.
  • Strong written and verbal communication skills, including the ability to support Government meetings, present project status and data, and coordinate decisions and follow-up actions.
  • Ability to perform full-time on-site work at Schriever Space Force Base, Colorado, and comply with all installation, restricted‑area, safety, and security procedures.
  • Legal U.S. residency and work authorization, with the ability to obtain and maintain a favorable NACI, required installation credentials, and unescorted restricted‑area access.
Preferred Qualifications:
  • Prior experience supporting U.S. Air Force, U.S. Space Force, Air Force Civil Engineer Center (AFCEC), or installation civil engineering organizations.
  • Working knowledge of AFCEC business rules and policies, applicable Department of the Air Force Instructions (DAFIs), Unified Facilities Criteria (UFC), and USAF/USSF project-programming processes.
  • Experience using the Comprehensive Planning Platform (CPP), NexGen IT, the AFCEC Project Authorization Tool, and/or similar DoD facility-programming systems.
  • Experience developing PACES‑based parametric cost estimates, written bases of estimate, project advocacy materials, BCAMP/IPL products, and higher‑headquarters project submissions.
  • Prior experience serving as a site lead, team lead, project lead, or primary contractor interface with Government leadership and stakeholders.
  • Familiarity with project programming for NRG, NAF, and ERCIP projects in addition to FSRM and MILCON projects.
Job Duties:
  • Serve as the on‑site Site Leader and primary day‑to‑day coordination point for AttainX personnel supporting the 50 CES Engineering Support Services requirement.
  • Coordinate personnel activities, priorities, schedules, technical assignments, deliverables, and issue resolution while maintaining effective communication with Government representatives and AttainX leadership.
  • Provide non‑personal engineering and project‑programming support for FSRM, MILCON, project planning and program development, engineering and requirement definition, and in‑house facility projects.
  • Develop project‑programming products in accordance with AFCEC business rules, policies, DAFIs, UFCs, USAF/USSF programming requirements, and other applicable Government guidance.
  • Support work‑order review boards, project‑information meetings, and weekly sessions by providing complete, accurate, and current project data and status updates.
  • Obtain, validate, coordinate, and document project requirements with requirements owners, engineers, shops, facility users, and other stakeholders before programming actions begin.
  • Program up to 15 projects annually, incorporating user requirements; update applicable databases; generate supporting documentation; recommend the appropriate execution method; and support Government approval.
  • Prepare and maintain DD Forms 1391 and other programming documents for local approval or submission through the AFCEC Project Authorization Tool.
  • Produce and input programming requirements and CPP entries based on approved project scope and in accordance with AFCAMP business rules and the CPP user guide.
  • Complete and document programming actions for FSRM, NRG, MILCON, NAF, and ERCIP projects in NexGen IT and other applicable Government systems.
  • Develop PACES‑based parametric cost estimates and written bases of estimate that account for local market conditions, restricted‑area work, project scope, and applicable accuracy requirements.
  • Review AFCAMP timelines and deadlines; compile project requirements lists; develop or update advocacy slides and BCAMP/IPL products; support project validation; and coordinate higher‑headquarters Project Authorization Tool submissions.
  • Track project milestones, risks, dependencies, actions, and deliverable due dates; promptly elevate issues that may affect performance, schedule, quality, access, or mission support.
  • Maintain project‑programming information and records in accordance with Government processes, data‑quality requirements, and records‑management expectations.
  • Ensure work products are accurate, timely, complete, and responsive to Government review comments, with no willful or repeated noncompliance findings.
  • Comply with SBD‑41 security requirements, restricted‑area access procedures, required training, credentialing requirements, and all applicable base policies.
