Site Acquisition Manager (NE/Mid-Atlantic)
Position Summary

The Site Acquisition Manager (SAM) oversees the full development lifecycle of telecommunications site entitlement — from feasibility review through SCIP and construction handoff.

The Site Acquisition Manager (SAM) brings extensive experience in developing small wireless facilities within public rights-of-way, with expertise in the Northeast and Mid-Atlantic regions of North America. Beyond leading site acquisition efforts from inception through completion, the SAM plays a key role in jurisdictional feasibility assessments, municipal outreach, and client engagement. This position is responsible for managing a high-volume portfolio of active sites, driving vendor performance to achieve critical milestones, and maintaining ownership of project financial performance and P&L accountability. Success in this role requires a resourceful and adaptable professional with strong problem-solving, communication, organizational, and decision-making abilities. The SAM also supports the continuous improvement of processes and procedures while partnering with cross-functional teams to ensure project execution, profitability, and overall program success.

Key Responsibilities
  • Engage with internal Sales, Government Affairs, and Site Acquisition vendors to perform early-stage Right-of-Way feasibility assessments for candidate sites and search rings.
  • Provide guidance during the feasibility stage to ensure site locations align with entitlement, engineering, and constructability requirements.
  • Coordinate and manage Site Acquisition, A&E, and Regulatory vendors throughout all phases of real estate and entitlement.
  • Support Sales, Legal, Product, and Development teams on strategic initiatives, program expansion efforts, and new business opportunities.
  • Oversee the successful execution of all development activities, including feasibility, licensing, engineering, regulatory approvals, permitting, power and fiber coordination, construction, and network integration.
  • Serve as the primary liaison for client, vendor, project, and internal stakeholder communications.
  • Lead recurring project status meetings, maintain accurate milestone forecasts, and ensure timely updates within internal and client-facing systems.
  • Manage entitlement-related financial activities, including purchase orders, vendor payments, client invoicing, cost recovery, and project closeout reconciliation.
  • Monitor and communicate monthly, quarterly, and annual project financial performance, ensuring schedules and budgets remain aligned with program objectives.
  • Lead and motivate vendors, consultants, and cross-functional teams to achieve project milestones and deliverables on schedule.
  • Proactively identify project risks and develop mitigation strategies in collaboration with clients and internal leadership.
  • Build and maintain strong working relationships with municipal agencies and client stakeholders to secure approvals and resolve development challenges.
  • Collaborate with A&E partners to develop high-quality site plans, construction drawings, and supporting exhibits.
  • Perform quality assurance reviews and oversee the collection of accurate daily forecast data.
  • Partner with internal departments to achieve project delivery commitments and meet client service-level agreements (SLAs).
  • Mentor and train internal team members to support program scalability, knowledge sharing, and effective task delegation as the business grows.
Qualifications
  • Minimum 5-10 years of development experience managing the full development of small wireless facilities in the right-of-way.
  • Proven ability to manage site acquisition vendors and drive deliverables to completion.
  • Expertise in real estate and easement entitlements (private and right-of-way).
  • Understanding of the federal and state regulations of small wireless facilities and the ability to identify inconsistencies in the federal and jurisdictional application of law.
  • Demonstrated success in budget management and P&L ownership.
  • Strong technical judgment with the ability to act decisively in complex environments.
  • Ability to interpret complex lease language and construction drawings.
  • Self-motivated with excellent financial and organizational skills.
  • Effective communicator on platforms such as Microsoft Teams and Outlook.
  • Skilled in conflict resolution and landlord and jurisdictional communications.
  • Collaborative, professional, and results-driven team player.
  • Entrepreneurial, technically adept, and customer-focused.
  • Excellent time management and prioritization skills across multiple concurrent projects.
  • Ability to work both independently and collaboratively in remote settings.
  • Sitetracker and advanced Excel software skills are preferred.
  • Outstanding verbal and written communication skills.
  • Experience and residency in the Northeast or Mid-Atlantic Region is preferred

Compensation Base Salary: $135,000 – $150,000, depending on experience. Additional compensation includes competitive benefits.
