Under direction of the Signal and Way Manager, the Signal Maintenance Supervisor position is responsible for overseeing the day-to-day activities of the SMART signal systems within a rail transit environment. This is done by coordinating, supervising and evaluating the activities of the Signal staff responsible for comprehensive inspection, repair, and maintenance of grade crossing warning devices, wayside signal systems, railway safety communication systems, and car borne signal components.

This is the full supervisory-level class that exercises independent judgment on the maintenance and repair of car borne and wayside components of the district’s Positive Train Control (PTC) system, and grade crossing warning devices. This position will be responsible for the assignment of work including scheduled, non-scheduled, regulated, and emergency repairs. This position will provide hands on supervision of subordinate track maintenance staff.

This position will be responsible for work activities on various shifts, weekends, and holidays to ensure safe and efficient transportation to the public. This position is a working supervisor with supervisory and limited budgetary responsibility.

ØAssigns and directs the work and activities of subordinate staff. Manages, monitors, coordinates, and controls all aspects of signal maintenance programs, processes, resources, and activities relating to regular and extra work projects.

ØManages the inspection, testing, maintenance and repair of wayside signal systems, railway safety communication systems, and car borne signal components.

ØAssesses Diesel Multiple Unit (DMU) signals, equipment and wayside as part of a daily routine.

ØReviews work requests and track access schedules.

ØAssists in accident investigation and unusual occurrences; assists in determining cause; develops and implements corrective actions.

ØEnsures the safety of maintenance personnel working on track by implementing work area protections per SMART and FRA standards.

ØOperates and monitors maintenance radio and telephone systems.

ØMay be required to provide flagging assistance to control train movement.

ØContinuously monitors wayside operations through voice communications and visual displays including central control system and alarm loggers.

ØPrioritizes, schedules, or cancels work orders due to scheduling conflicts or unsafe conditions.

ØIndependently performs varied and complex inspection and diagnostic work.

ØReads, understands, and interprets schematics, service and safety manuals, electrical drawings, and circuit operations.

ØReports on failures of components.

ØAssures quality control by utilizing the SMART Maintenance Management Information System (MMIS) to generate reports and maintain records of signal maintenance activities.

ØActively review and analyze maintenance activity reports for trends in repairs, equipment failures and parts usage to determine if corrective action is needed.

ØAssigns specific tasks to subordinate staff using the SMART work order system, including withdrawal of parts and materials from SMART inventory; Checks tasks upon completion for accuracy of work and closure of work order.

ØWorks closely with vehicle maintenance staff to ensure completeness and accuracy in inspection and maintenance of PTC system.

ØMay cover Signal Technician duties as necessary.

ØActively supports ongoing skill building for Signal Technicians by providing periodic classroom training for certification and skills enhancement.

ØPrepares, issues, and collects daily operational documents.

Ø Monitors performance of subordinate staff and ensures adherence to SMART, FRA and CPUC standards and regulations.

Ø Reports back on wayside issues such as access, homeless, safety, vegetation, and graffiti removal.

Ø Reviews and evaluates work and makes effective suggestions and recommendations.

ØReferences parts catalogues and other sources to determine correct parts for specific applications.

ØReferences manufacturer schematics (manual and online) to resolve maintenance issues.

ØMaintains work area in a clean and orderly fashion.

ØSafely operates equipment.

ØPerforms other related duties as required.

Qualifications

Knowledge of:

ØMethods, materials, tools and equipment used in servicing, diagnosis, preventative maintenance, overhaul and repair of SMART wayside signal systems, railway safety communication systems, and car borne signal components.

ØTrack occupancy protection and operating principles.

ØRailroad signal and communication principles and practices.

ØGrade crossing warning devices including operation, inspection, and maintenance.

ØTrain control and communication power systems.

ØRequirements of a maintenance reporting system.

ØSafe working practices, including techniques for safely lifting and moving heavy objects.

ØOSHA and DOT Safety regulations.

ØBasic supervisory principles and practices.

ØGeneral first aid and shop safety practices.

Ability to:

ØDemonstrate leadership.

ØUse hand tools to perform various equipment and signal maintenance duties.

ØCarry out oral and written directions.

ØMaintain accurate records and files.

ØIdentify and resolve problems.

ØAssist in the development and refinement of Standard Operating Procedures.

ØSuccessfully complete vendor training on signals and communications equipment and maintenance procedures as well as SMART training.

ØOperate a high rail vehicle.

ØMake logical decisions and sound judgments using common sense.

ØPerform the physical requirements of the job.

ØPlan, organize and establish reasonable priorities.

ØManage workload effectively including multiple tasks and projects.

ØWork in a team environment fully supporting the goals and objectives of the maintenance and rail operations.

ØCreate and maintain effective working relationships with those contacted in the performance of work duties and responsibilities.

ØDemonstrate a high level of adaptability in a fast-paced work environment requiring concentration, teamwork and attention to safety and detail.

ØMake quick decisions within a framework of rules.

ØWork in a constant state of alertness and in a safe manner.

ØWork irregular work hours, early and late shifts, holidays, and weekends.

ØUnderstand, read, and communicate (both orally and in writing) in Standard English

Skill in:

ØInterpreting and applying oral and written instructions in a consistent manner.

ØComputer usage including the Microsoft Office Suite (Word, Excel, Outlook, Email).

ØUtilizing a maintenance management system.

ØReading and understanding manufacturer blueprints and schematics.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

ØEquivalent to completion of high school, GED, or recognized equivalent.

Experience:

ØMinimum four years’ experience, with two years in a supervisory capacity, as a signal maintainer, inspector, technician, or foreman in a railroad environment. Supervisory capacity is defined as being responsible for directing the daily activities of two or more employees.

OR

ØThree years’ experience as a fully qualified SMART Signal Technician.

ØExperience in signal maintenance, warranty administration, and Federal Railroad Administration inspection compliance.
